Ordinary-workplace VTA gains permanent support and agreement rules

From 1 September 2026, varig tilrettelagt arbeid (VTA) in ordinary businesses is governed by a dedicated chapter of Norway's employment-measures regulationLovdata. Chapter 14A requires individual placements with tasks and training adapted to the participant's needsLovdata, together with an offer of enhanced, lasting support for both the participant and the employerLovdata.

The measure is intended for people who receive, or are expected soon to receive, disability benefit and need particular adaptations and close follow-upLovdata. Other employment measures must have been considered and found unsuitableLovdata. Participation is not time-limitedLovdata, although transfer to other measures, education or ordinary employment must be considered regularlyLovdata.

The participant must be permanently employed by the ordinary businessLovdata. The parties may agree adapted pay. A workplace mentor and a contact person in Arbeids- og velferdsetaten must be appointedLovdata. The support provider can assist with identifying suitable workplaces and tasks, as well as providing follow-up tailored to the employer and participant.

The enhanced support must be documented in a written agreement between the participant, employer and pre-approved support providerLovdata. The agreement must address matters of material importance to the support, including the mentor and contact person, employment and pay, the follow-up plan, any other assistance and the participant's training plan. It must be reviewed regularlyLovdata. Where Nav provides the support itself, a corresponding agreement is required with the job specialistLovdata.

Pre-approved providers delivering the enhanced support receive a state grant at a fixed monthly rate per approved participant, set by the ministryLovdata. Employers may receive an inclusion grant under chapter 11Lovdata. These are different funding arrangements: the monthly provider grant should not be read as an automatic payment to the ordinary employerLovdata.

Chapter 14 now addresses VTA in pre-approved businessesLovdata, while ordinary-business placements are addressed in chapter 14ALovdata. Employers arranging the latter should align employment, mentoring and support agreements with that chapter.
