The call remains continuous: ESFA publishes it on www.esf.lt with submission and evaluation deadlines, the proposal form, submission channels, responsible and advising staff contacts, and the funding envelope, together with the procedure and form. Admission may still close early once accepted and filed proposals can absorb the full envelope, with reasons published on www.esf.lt. Proposals received after the call deadline are not evaluated, with the proposer and partners informed.
Eligible proposers and partners are legal entities; joint proposals must justify the partners' inclusion, and project-funded implementation costs may be incurred by either. Each proposal must state the idea's objective, planned testing period, expected results and costs, contact emails, and reasoned fit with the selection criteria in point 5.1.3 of the Finansavimo sąlygų aprašas, on the ESFA-director-approved form, with ideas completed by the point 5.3.5 deadline and supporting documents filed by the joint-activity-agreement dates. Ideas should follow the Socialinių inovacijų gairės on www.esinvesticijos.lt, and proposers and partners must meet the PAFT Annex 2 criteria. Selection runs through administrative-compliance screening, idea presentation and scoring, negotiation of the joint-activity agreement, and signature. Administrative screening checks only formal fitness: timely and proper filing, signature and form, mandatory fields and documents, plus PAFT Annex 2 partner criteria. Filing proposers and partners consent to register and information-system checks on managers, beneficiaries, owners, true partnership members, small-partnership representatives, bookkeepers and others entitled to draw up and sign accounts.
