Lithuania names 43 installations for free ETS allowances 2026–2030

Environmental Protection Agency Order No. AV-163 of 16 September 2026 approves the 43 operators receiving free EU ETS allowances for 2026–2030, with total allocation falling from 3.68 million to 2.70 million.

The director of the Environmental Protection Agency (Aplinkos apsaugos agentūra) has approved the list of installation operators participating in the EU greenhouse-gas emissions allowance trading system in the 2026–2030 period who receive free allowances.E TAR Order No. AV-163 of 16 September 2026E TAR, signed by director Milda Račienė,E TAR publishes the per-operator annual free allocation for each of the five yearsE TAR.

The list covers 43 installations.E TAR Total free allocation falls over the period: 3,683,137 allowances for 2026E TAR, 3,627,183 for 2027E TAR, 3,518,327 for 2028E TAR, 3,250,786 for 2029E TAR and 2,697,607 for 2030E TAR. The largest recipients are AB "Achema" (ammonia start-up boiler houses), with 1,439,507 allowances in 2026E TAR declining to 761,986 in 2030E TAR, and AB "ORLEN Lietuva" (oil refinery), with 1,272,325 in 2026E TAR declining to 1,272,063 in 2030E TAR. AB "Akmenės cementas" (boiler house and cement-clinker installations) receives 550,597 in 2026E TAR, declining to 290,828 in 2030E TAR, and AB "Lifosa" (boiler house) receives 108,615 in 2026E TAR, declining to 72,445 in 2030E TAR. District-heating and power installations, including AB "Miesto gijos", AB "Kauno energija", AB "Klaipėdos energija", UAB "Šiaulių energija" and AB "Ignitis gamyba", appear with mostly flat annual figures.

Six entries carry zero allocation in at least one year: AB "Klaipėdos energija" (Klaipėda demonstrative geothermal power plant) and AB "Miesto gijos" (district boiler house No. 7) at zero in all five yearsE TAR, VĮ Ignalinos atominė elektrinė (steam boiler house) declining from 692 in 2026E TAR to zero in 2030E TAR, and UAB "Hoegh LNG Klaipėda" (liquefied natural gas import terminal vessel-storage with regasification unit) declining from 7,887 in 2026 to zero in 2030. AB "Amber Grid" (Jauniūnai gas compressor station) declines from 672 in 2026E TAR to zero in 2030E TAR, and AB "KN Energies" (heat-production department boiler house) declines from 1,187 in 2026E TAR to zero in 2030E TAR.

The order provides that the free allocation quantity stated for an operator in the list may be adjusted in line with Commission Delegated Regulation (EU) 2019/331 and Commission Implementing Regulation (EU) 2019/1842E TAR. The Environmental Project Management Agency of the Ministry of Environment (Lietuvos Respublikos aplinkos ministerijos Aplinkos projektų valdymo agentūra), acting as national administrator of the Union registry (Sąjungos registras),E TAR performs, under Regulation (EU) 2019/1122, the actions instructed by the person appointed by the European Commission (the central administrator of the Union registry) concerning the annual transfer of allowances into operators' accounts.

The Klimato kaitos valdymo įstatymas requires the list of operators receiving free allowances to be drawn up and approved in line with the EU rules on free allocation and the Commission's requirements, decisions and recommendations, and submitted to the European Commission for each five-year periodE TAR. The order cites Article 7(1) of that lawE TAR, point 1 of Government Resolution No. 1443 of 4 November 2009E TAR, point 3.2.1 of Environment Minister Order No. D1-231 of 29 April 2004E TAR, Article 11(1) of Directive 2003/87/EC as last amended by Regulation (EU) 2024/795E TAR, and Regulations (EU) 2019/331, (EU) 2019/1842 and (EU) 2019/1122 as its basisE TARE TAR.

Operators on the list should check their annual free allocation for 2026–2030 in the annex and track any adjustment under Regulations (EU) 2019/331 and 2019/1842.
