ICS2 filers must report own-system outages to Estonian customs desk

If your own ICS2-linked system goes down and it hits ICS2 operations, you or your authorised IT provider must report it to Maksu- ja Tolliamet at EEservicedesk@emta.ee under the continuity guide.

The duty sits inside the existing continuity framework for entry summary declarations. Where the ICS2 system or one of its components suffers a technical outage, the Business Continuity Plan — the asendustoiming — applies, with the aim of keeping safety and security data flowing even while a component is temporarily unavailable. Where an ICS2 central component is unavailable, filers follow the ICS2 BCP guidance for whichever component the outage affects. Information on an ICS2 outage or BCP activation is transmitted over ICS2/STI-STP and on Maksu- ja Tolliamet's planned-outages page for EU customs information systems, and the BCP guides are available on the ICS2 – Andmekogu page.

The added passage addresses the case the surrounding section left open: ICS2 süsteemi või selle üksikute komponentide tehnilise katkestuse korral rakendatakse Business Continuity Plan'i (BCP) ehk asendustoimingut, whereas the new sentences impose the duty where the client's own linked system is down — Kui kliendi ICS2-ga seotud süsteem ei ole kättesaadav — and the notification follows the procedure vastavalt juhendis „ICS2 Business Continuity Plan for Economic Operators“ sätestatud korrale. For ordinary filing errors, the page keeps a separate passage: where an ENS submission fails, the filer saves the draft, then sends the error description with the saved draft file to the same EEservicedesk@emta.ee address for helpEmta. Entry summary declarations remain available in the ICS2 system for 30 daysEmta, so successfully filed ENS files should be saved locally for later reuse.

ENS declarations are rejected where the submitted data quality is insufficientEmta; filers must watch their error messages and re-submit with corrected data. A list of prohibited goods descriptions — the stoppsõnade list — is available in CIRCABC. Declarations filed with data arriving from NCTS for T1/ALD documents are exempt from the prohibited-description validation in NESEmta, and neither the consignee nor the consignor identification number recorded on them is checked in NESEmta.
