NAV can extend collective-redundancy freeze on two grounds
In force since 11 October 2026, a new regulation lets NAV extend the 30-day standstill on planned masseoppsigelser where no consultations happened or a deal is near — but never where wages cannot be paid.

Employers planning collective redundancies in Norway must reckon with a 30-day standstill: planned masseoppsigelser take effect at the earliest 30 days after Arbeids- og velferdsetaten (NAV) has been notifiedLovdata, and NAV may extend that standstill
Lovdata. Since 11 October 2026, a new regulation, Forskrift om forlengelse av fristen for masseoppsigelsers virkning
Lovdata (FOR-2026-10-11-2047
Lovdata), lays down the conditions under which NAV extends the deadline in arbeidsmarkedsloven § 8 third paragraph
Lovdata.
NAV may grant the extension at the request of one of the parties or on its own initiativeLovdata where either of two conditions is met: no drøftinger took place between the employer and the tillitsvalgte during the original 30-day period, or there are very clear indications that the parties will reach an agreement within the next 30 days
Lovdata.
One financial bar is absolute: NAV must not extend the deadline where the employer lacks the funds to cover wage paymentsLovdata. During an extended period NAV must remain neutral
Lovdata, but it may assist the parties in their efforts to reach an agreement
Lovdata.
The statutory frame around the extension still applies. The extension can add at most 30 daysLovdata and must serve reaching the agreement described in arbeidsmiljøloven § 15-2 second paragraph
Lovdata; it cannot be granted at all where the business ceases as a result of a court decision (rettsavgjørelse)
Lovdata.
The backdrop is unchanged: masseoppsigelser means dismissals of at least 10 employees within 30 days that are not grounded in the circumstances of the individual employeesLovdata. An employer considering such dismissals must open consultations with the elected representatives as early as possible
Lovdata and must notify NAV, with the prescribed information on grounds, numbers, groups and timetable, no later than when convening those consultations
Lovdata.
The regulation states that it enters into force immediately (trer i kraft straks); the Lovdata record stamps it in force from 11 October 2026Lovdata. From the same date
Lovdata it repeals the 1994 regulation on the use of deferral in collective redundancies and NAV's role in such deferral (forskrift 19. september 1994 nr. 897)
Lovdata. Legal basis is arbeidsmarkedsloven § 8 and arbeidsmiljøloven § 20-2
Lovdata; the regulation was adopted by Arbeids- og inkluderingsdepartementet
Lovdata on 11 October 2026
Lovdata.
Before carrying out a masseoppsigelse, notify NAV no later than when convening drøftinger with the tillitsvalgte, and diary the 30-day standstill plus a possible 30-day NAV extension.
