Tulli's instructions for declaring CHED entry documents and COI inspection certificates now require one more entryTulli: where an authorised banana weigher's permit (AWB) has been used, that use must be declared in the customs declaration
Tulli. The new sentence sits at the end of the organic-banana weighing section and links to the dedicated "Valtuutettu banaanien punnitsija" page.
The change matters to declarants clearing organic bananas with a COI inspection certificate under document code C644. Before weighing, the COI weight is declared, and after weighing the declared weight is corrected to the weighed weight; for weighing carried out under Customs supervision the weighed weight received from Customs is corrected into the declaration. The weighing result for organic bananas is declared in the additional information of the COI inspection certificate.
The linked authorised-weigher page sets out how the permit use is declared. In the Tulliselvitys service the permit is declared under "Luvat" with the permit number and the permit holder's identifier; in a message declaration it is declared in the "Lupa" data group with permit type C526, the permit number and the holder's identifier. The weighing certificate is declared with supporting-document code C046 (banana weighing certificate), identified by its serial number and date. The consignment's additional information carries additional-information code FIXXX (other additional information), described either as "Ei punnitusta Tullin valvonnassa" or "Punnitus Tullin valvonnassa", matching the reply received to the advance weighing notice.
The permit itself is for businesses importing, transporting, storing or handling fresh bananasTulli (CN codes 0803 90 11 or 0803 90 19), applied for in advance in the Luvat ja päätökset service (union permits in the CDS Customs Decisions service). Using it requires advance notification of the weighing, weighing records, and submission of the weighing data to Customs
Tulli. Where the importer uses a representative for the customs declaration, the authorised weigher must also pass the reply and the weighing certificates to the forwarder, and the declarant adds every weighing certificate's number and date plus the authorised weigher's permit number to the declaration. The weighing result for organic bananas is declared in the COI certificate's additional information.
Legal basis: Commission Delegated Regulation (EU) 2015/2446, Annex 61-01, and Commission Implementing Regulation (EU) 2015/2447, Annexes 61-02 and 61-03.
If you clear organic bananas under a COI certificate and the consignment was weighed under an authorised banana weigher permit, declare the permit use (type C526, number and holder ID) and the C046 weighing certificate in the customs declaration, and enter the weighed result in the COI additional information.
