The European Commission has opened an investigation into whether anti-dumping duties should be imposed on imports of furfuryl alcohol originating in ChinaTulli. The investigation follows a complaint the Commission received, and the product concerned is currently classified under CN code ex 2932 13 00 (TARIC code 2932 13 00 30). Further details of the investigation are set out in the Commission's notice C/2026/5408.
Under the EU's basic anti-dumping regulation, an investigation to determine the existence, degree and effect of alleged dumping is initiated upon a written complaint made by or on behalf of the Union industry, and the notice of initiation announces the investigation, the product and countries concerned, and the periods within which interested parties may make themselves known and submit information. Every party concerned by the furfuryl alcohol case may submit a request to the Commission to be heard within the period laid down in the notice. Interested parties that have made themselves known are heard if they have, within the period prescribed in the Official Journal notice, made a written request showing that they are likely to be affected by the result of the proceedings and that there are particular reasons why they should be heard.
Imports of furfuryl alcohol are to be made subject to registration already at an early stage of the investigationTulli. Registration makes it easier to decide subsequently to levy duties on the registered imports once measures are adopted, and the regulation introducing the registration obligation will be published in good time. Registration is introduced by regulation which specifies the purpose of the action and, if appropriate, the estimated amount of possible future liability, and imports may not remain subject to registration for longer than nine months. The opening of the investigation does not hinder customs clearance procedures.
The Commission examines and decides on the introduction of anti-dumping duties for the EU as a whole. The Finnish Customs (Tulli) has no decision-making power in the matterTulli; its role is limited to informing traders. A business affected by the case must act within the applicable deadline
Tulli, because meeting the deadline is the only way to influence how the case is handled
