Personal customers' income tax yielded 29,995 million euros in January-SeptemberVero, up 999 million (+3.4%) year on year. Withholding on wages, pensions and taxable benefits — the largest component — yielded 28,158 million, up 371 million (+1.3%). The growth rate of withholding has slowed from last year, when withholding grew +2.6% in January-September, which is attributed particularly to income-tax cuts. According to current income-register data, earnings subject to withholding grew about +2.3% and the wage bill about +3.0% in January-August 2026, faster than in 2025 (+1.9% and +2.2%), yet withholding growth has slowed — which shows the tax cuts have reduced the effect of wage-bill growth on revenue. The wage-bill rise is driven particularly by pay increases, since the number of wage earners has continued to fall: in January-August 2026 there were on average about 12,000 fewer monthly wage recipients (-0.5%) than a year earlier.
Personal income-tax revenue also rose in withholding on interest and cooperative shares by 164 million (+327.1%) — driven by OP Group bonuses becoming taxable capital income of owner-customers from 1 January 2026 — and in additional prepayments by 128 million (+21.3%), indicating larger capital income for tax year 2025 than 2024. Dividend withholding added 57 million (+6.4%) and prepayments 68 million (+8.4%), while withholding on timber-sale income fell 60 million (-15.1%). The January-September figure is also affected by the flexible completion of 2025 personal taxation: net residual taxes and prepayment refunds were -1,283 million, compared with -1,554 million a year earlier, so net refunds were 270 million smaller, lifting personal income-tax revenue.
Corporate tax yielded 5,999 million euros in January-SeptemberVero, up 536 million (+9.8%). Growth came mainly from additional prepayments relating to tax year 2025 (+283 million, +23.5%) and prepayments relating mainly to 2026 (+315 million, +8.1%), while net residual taxes and prepayment refunds fell by 63 million (-16.4%). Together with prepayments already paid for the year, the 2025 additional-prepayment flow means the final corporate-tax amount for 2025 is expected to be close to 7.5 billion (compared with just under 7.0 billion for 2024). Further information on 2025 corporate tax comes after assessment ends in November-December 2026, while no far-reaching conclusions can yet be drawn from 2026 prepayments, since they are set largely on the authority's initiative from the previous year's taxable income unless the company adjusts the level itself.
VAT yielded 17,653 million euros in January-SeptemberVero, up 829 million (+4.9%). The period covers mainly the November 2025 to July 2026 tax periods. The main driver is growth in nominal consumption, with tax-base changes adding some tens of millions. The January 2025 shift of most goods and services from the 10% rate to 14% affected seven months of the 2025 comparison period but all nine months of 2026, while the cut of the 14% rate to 13.5% from the January 2026 tax period has partly dampened revenue since March 2026.
