Skatteetaten's annual third-party reporting page has rolled forward to income year 2026Skatteetaten with two new sections that change how reporting entities manage access and submission channels.
On access control, Altinn roles as reporters knew them are replaced by new tilgangspakker or authorisationsSkatteetaten, each carrying authority for forms and services within the same category. A business doing tredjepartsrapportering chooses either one or more relevant enkelttjenester or the Skattegrunnlag access package
Skatteetaten, which covers all services in the package — about 55 services in total. Assigning single services gives the employee access only to what the tasks require; the business itself must judge which route fits the employee's duties. The four most-used Altinn 2 roles that disappear and must be replaced by a single service or the Skattegrunnlag package are Regnskapsmedarbeider, Utfyller/Innsender, Begrenset signeringsrettighet and Post/Arkiv.

On submission channels, Skatteetaten offers several routes for income year 2026Skatteetaten. Information can be sent directly from end-user systems through API solutions, giving efficient reporting, better data quality and less manual work; new APIs are available for testing. For selected finance and securities schemes, XML files can now also be submitted via machine-to-machine integration (M2M)
Skatteetaten, using the same XML format as ordinary file reporting, which suits larger data volumes sent straight from a reporter's own systems. XML-based M2M is a supplement: reporters can still upload files through the attachment form (vedleggsskjemaet)
Skatteetaten and choose whichever submission route best fits their systems and reporting needs. It is available only for selected finance and securities schemes
Skatteetaten; all other third-party schemes keep their established reporting solutions
Skatteetaten. API-based (JSON) solutions, XML-based M2M and file upload through the attachment form all support secure and efficient reporting.
The 2025 section moves down the page unchangedSkatteetaten, and the archive is trimmed: the 2012–2020 sections are gone, so the history now starts at 2021
Skatteetaten. The page points to GitHub for information models, example files and testing. No statutory instrument is named on the page
Skatteetaten; the change is a Skatteetaten service update for income year 2026 third-party reporting
Skatteetaten.
Map the Altinn 2 roles your reporting staff hold against the Skattegrunnlag package or single services, and confirm which submission channel (API, XML machine-to-machine, or attachment-form upload) your finance or securities scheme supports for income year 2026.
