Malaysian ferromanganese quota raised after 40,700-tonne data error
Regulation 2026/2270 recalculates Malaysia's share for CN 7202 11/7202 19 with effect from 18 November 2025; quarterly in-quota volumes rise to about 9,330 tonnes under order number 09.8819.

Importers of ferromanganese (ferromangaani) under CN codes 7202 11 and 7202 19 originating in Malaysia receive a substantially larger tariff-rate quotaEuropa, after the Commission found that Malaysia's quota had been calculated from wrong 2022 import data
Europa. Nearly 40 700 tonnes of 2022 imports from Malaysia were missing from the calculation
Europa because they had been declared confidential in the publicly available Eurostat statistics. The correct 2022 figure should have been 41 279,3 tonnes
Europa instead of the 581 tonnes used
Europa, so the in-quota volume for Malaysia has been recalculated and increased
Europa.
The correction comes through Commission Implementing Regulation (EU) 2026/2270Tulli, which replaces the Malaysia part of the quota table in Annex III of the safeguard Regulation (EU) 2025/2351. That safeguard rests on a quota per product type combining an in-quota volume with an out-of-quota variable duty, and the in-quota volumes were set 25 % below the average imports of 2022, 2023 and 2024. The new annex table gives Malaysia quarterly in-quota volumes for ferro-manganese of, for example, 9 330,47 net tonnes for 18.11.2025–17.2.2026, under order number 09.8819. Imports above the quota face the variable additional duty set out in Annex II.
The timing matters for entries already made. Regulation 2026/2270 was adopted on 15 October 2026 and published in the Official Journal L on 16.10.2026; it enters into force the day after publication but applies from 18.11.2025Europa, so the corrected Malaysia quota reaches back to the date the 2025/2351 safeguard took effect. Importers and their declarants should therefore check quota consumption and past entries under order number 09.8819 against the corrected volumes, and direct tariff-quota questions to Tulli's yritysneuvonta at yritysneuvonta@tulli.fi.
The background is the definitive safeguard measure that Regulation (EU) 2025/2351 of 18 November 2025 imposed on imports of certain ferro-alloying elements: ferromangaani, ferropii, ferropiimangaani and ferropiimagnesium. After that measure was imposed, a legal representative of a Malaysian company challenged Malaysia's in-quota volume as incorrect for 2022, and the Commission's investigation confirmed the missing confidential-declared importsEuropa.
The legal basis is Commission Implementing Regulation (EU) 2025/2351 imposing the definitive ferro-alloys safeguard and Commission Implementing Regulation (EU) 2026/2270, Articles 1–2 and the Annex, correcting Malaysia's quota, adopted under Regulations (EU) 2015/478 and 2015/755.
Claim Malaysian ferromanganese under quota order number 09.8819 and check with Tulli's yritysneuvonta whether entries since 18 November 2025 qualify for the corrected in-quota volume.
