Any person who wants to use the Valstybinė mokesčių inspekcija excise information system (AIS) must register each employee who will work in the system as an AIS user through VMI SavitarnaVMI, and must remove them through the same channel when access ends
VMI. Authentication of every such user also runs exclusively through VMI Savitarna.

Until now those registrations, de-registrations and authentications ran through a different channel: the Mano VMI area of the Valstybinė mokesčių inspekcija portal's authorised electronic services.VMI From 25 November 2026 that route closes for AIS user administration
VMI and VMI Savitarna becomes the single channel
VMI.
The change comes with the restated registration framework. Valstybinės mokesčių inspekcijos prie Lietuvos Respublikos finansų ministerijos viršininko 2026 m. spalio 14 d. įsakymas Nr. VA-68 restates in a new wording the 2002 m. birželio 17 d. įsakymas Nr. 157 „Dėl akcizais apmokestinamų prekių sandėlių registravimo" and approves the Valstybinės mokesčių inspekcijos akcizų informacinės sistemos naudotojų registravimo taisyklėsVMI. The Taisyklės set the Savitarna-only rule for registering employees as AIS users, de-registering them, and authenticating them.

The Taisyklės also gain provisions on the processing of personal data, and make further technical and editorial changes. The procedure for using VMI Savitarna itself is set by the Valstybinės mokesčių inspekcijos Savitarnos naudojimo taisyklės, approved by Valstybinės mokesčių inspekcijos prie Lietuvos Respublikos finansų ministerijos viršininko 2026 m. rugsėjo 4 d. įsakymas Nr. VA-58 „Dėl Valstybinės mokesčių inspekcijos Savitarnos naudojimo taisyklių patvirtinimo".
In practice, employers whose staff operate in AIS should make sure the person responsible for user administration can act in VMI Savitarna before the cutover, and should plan staff registrations, removals and logins through that channel from 25 November 2026. Access arrangements built around Mano VMI will no longer carry these steps.
Legal basis is Valstybinės mokesčių inspekcijos prie Lietuvos Respublikos finansų ministerijos viršininko 2026 m. spalio 14 d. įsakymas Nr. VA-68 with the approved Valstybinės mokesčių inspekcijos akcizų informacinės sistemos naudotojų registravimo taisyklės.
