Ten European Union customs systems will be unavailable for clearance work from 20:00 on 30 OctoberEmta until 00:59 on 2 November
Emta. Maksu- ja Tolliamet has put that single window on ten rows of its European Union customs-systems outage table, so filings that depend on those systems have to be lodged before the window opens at 20:00 on 30 October or held until after it closes at 00:59 on 2 November.
The window hits preference and declaration channels hardest. During the outage, using a REX number in customs clearance is blockedEmta, and applying for a REX number through the trader portal is blocked as well
Emta. Entry summary (ENS) data cannot be submitted to the Import Control System 2, including through the user interface
Emta; notifying the arrival of the means of transport and processing the data are blocked too
Emta. Declarations in Impulss for goods covered by ODS, CHED-D, CHED-PP or CHED-P certificates cannot be lodged while the single-window certificates exchange is down
Emta. Applications for T2L and T2LF proofs of Union status cannot be submitted, confirmed or registered
Emta, and the proofs cannot be used through presentation notifications while the PoUS trader portal is down
Emta. Authentication across Union customs and tax systems, including PoUS, REX, INF, EBTI and ICS2, may also be disrupted
Emta because the shared user-management and signature service is in the same window.
Two rows qualify the picture. Message exchange through the central converter is disrupted only with countries still using the Export Control System or where a transit declaration was lodged together with ENS data in NCTSEmta; in countries using the Automated Export System there is no effect on clearance
Emta. For the special-trader portals for INF and binding tariff information the table states no clearance effect. No window is stated in this update for the customs decisions system, the EORI register or the VAT information exchange, whose rows are unchanged.
Where clearance cannot be done in the ordinary way during a systems failure, the standing fallback applies: the declaration may be lodged outside the information system, on paper, or the data sent in another manner agreed with customsEmta, with the exact procedure depending on which system has failed. Dedicated fallback instructions cover export, import — including a fillable PDF form for the import declaration — and the Import Control System with arrival-notice processing. Outside Tollinfo's working hours, service during the weekend outage is reached through the airport control point
Emta.
The windows are those published in Maksu- ja Tolliamet's European Union customs-systems outage table of 21 October 2026; fallback follows its interruption procedures and system-specific instructions.
