A TC32 paper is a guarantee declaration in the form of security documents issued against a single guarantee of EUR 10,000. In Denmark, Danske Speditører is authorised to issue them. A TC32 document lapses one year after its issue date: the transit movement must start within that year. The guarantee covers the potential customs debt — duty, VAT and excise — suspended while goods move under the transit procedure across all EU and common-transit countries.
The extension follows Montenegro's and Moldova's accession on 1 November 2025 to the Convention on a common transit procedureToldst and the Convention on the simplification of formalities in trade in goods (SAD)
