Imports into the Union of silicon originating in the People's Republic of China are subject to registration from 27 October 2026Tulli for nine months while the Commission reviews
Europa whether the existing anti-dumping duties still offset injurious dumping
Tulli.
The product is silicon, the non-metallic chemical element with symbol Si and atomic number 14, currently classified under CN code 2804 69 00Tulli for silicon containing less than 99.99 percent by weight of silicon. The CN code is given for information only and does not prejudge later tariff classification.
A definitive anti-dumping duty on Chinese silicon has applied since 2022Tulli under Commission Implementing Regulation (EU) 2022/1394
Europa, as extended to silicon consigned from the Republic of Korea and Taiwan. On 1 September 2026 the Commission opened an interim review under Article 11(3) of the basic Regulation (EU) 2016/1036
Europa following a request of 8 July 2026 from Euroalliages on behalf of producers representing 100 percent of the Union industry. The applicant presented sufficient evidence that, because of lasting changes in circumstances, the measures at their current levels no longer offset injurious dumping as established in 2022
Europa, pointing in particular to overcapacities built up, with Chinese imports rising significantly in volume and market share at injurious prices and causing material injury to Union industry.
Registration was imposed on the Commission's own initiative under Article 14(5) of Regulation (EU) 2016/1036. Its stated purpose at this stage is to collect sufficiently detailed data on imports after the investigation period so the action needed to restore the effectiveness of the 2022 measures can be properly determinedEuropa. The Commission gives no estimate of any future liability at this time.
In practice, the registration is made on entry through the customs authorities, and businesses concerned should preserve the option to take part in the reviewTulli. The Commission examines the introduction and calibration of duties for the Union as a whole. Tulli has no decision-making power on the measures and only communicates them.
Legal basis is Commission Implementing Regulation (EU) 2026/2346Tulli of 23 October 2026
Europa, published 26 October 2026
Europa and entering into force the following day
Europa, directing customs authorities to register the described imports
Europa with registration expiring nine months after entry into force
Europa, under Article 14(5) of Regulation (EU) 2016/1036, in the context of the interim review of Regulation (EU) 2022/1394
Europa.
Ensure silicon imports of this origin and code are registered on entry and preserve the option to take part in the interim review.
