Importers of feed raw materials face a changed § 22 quota list. Vedlegg 7 of the regulation on administrative reductions of customs duty rates for agricultural goods (forskrift 2005-12-22-1723)Lovdata was amended
Lovdata by forskrift 27 October 2026 nr. 2153
Lovdata, with the last amendment entering into force on 27 October 2026
Lovdata. Two coverage changes affect the Råvarer til kraftfôr group, while the Matkorn rows were consolidated
Lovdata without changing their coverage.
Vedlegg 7 lists the cereals, seeds and feed raw materials that Landbruksdirektoratet may place inside import quotas with reduced duty rates under § 22Lovdata. The quotas secure cereal, flour and feed prices in line with the agricultural settlement while preserving sales opportunities for Norwegian-produced cereals and oilseeds at the agreed target prices. Quotas are distributed by auction with ordinary allocation dates in August, November and May
Lovdata, and Landbruksdirektoratet sets the quota duty rates for three months at a time.
In the Råvarer til kraftfôr group, the entry ex.23.09.9099 is newLovdata: preparations covered by that animal-feed tariff line can now fall inside the § 22 quota decisions
Lovdata. The same tariff line already appears in § 15, which grants duty exemption for the mineral- and vitamin-supplement share of animal feed under varenummer 23.09.9099 where that share exceeds 10 per cent. At the same time the entry 10.07.9010 now reads 10.07, without the 9010 subdivision
Lovdata
Lovdata, widening that line to the whole 10.07 heading
Lovdata.
The Matkorn group keeps exactly the same varenummer set — ex 10.01.1900/.9909, 10.02.9000, 10.08.4000, 10.08.5000, 10.08.6000 and ex 10.08.9000Lovdata — but the previous per-grain rows for Mathvete, Matrug, Fonio, Quinoa, Rughvete and Annet matkorn
Lovdata are merged into a single row listing all five grains
Lovdata. The separate Annet matkorn label is gone
Lovdata; coverage is unchanged
Lovdata.
For quota bidders the operative change is the wider kraftfôr list: goods under ex.23.09.9099 and the full 10.07 heading can now be covered by reduced-rate quota decisions alongside the other lines already listed in the groupLovdata. Within the quotas, imports from zero-duty scheme countries are duty-free, GSP+ countries receive a 40 per cent preference and other GSP countries a 20 per cent preference. The regulation's authority is tollavgiftsloven §§ 5-1, 5-2 and 5-3.
Check whether goods you import fall under ex 23.09.9099 or heading 10.07 and, if so, bid for a § 22 quota allocation at Landbruksdirektoratet’s next auction round.
