The Kazlų Rūda municipal council has approved its list of abandoned or neglected real estateE TAR, and every taxpayer named on it will pay real estate tax at 5.0 per cent for the 2026 tax period
E TAR. The decision, No. TS-176 of 26 October 2026
E TAR
E TAR, signed by mayor Mantas Varaška, both adopts the Apleisto ar neprižiūrimo nekilnojamojo turto sąrašas (the attached list of abandoned or neglected immovable property)
E TAR and fixes the 2026 rate for the property on it
E TAR.
The 5.0 per cent rate flows from the council's earlier rates decision: point 1.3 of Decision No. TS-203 of 24 November 2025 on real estate tax rates for 2026E TAR
E TAR. The council acted under Article 15(2)(29) of the Law on Local Self-Government and Article 2(1) and Article 6(7) of the Nekilnojamojo turto mokesčio įstatymas (Law on Real Estate Tax), following the municipality's identification procedure laid down in Decision No. TS-162 of 28 September 2026 on unused and abandoned non-agricultural land plots and abandoned or neglected real estate, specifically points 23.3 and 23.4 of that procedure. The underlying proposal came from the commission formed by the municipal administration director's Order No. AT-226 of 15 May 2026, in its letter No. Vd-2951 of 27 August 2026.
The practical effect is narrow but sharp: only the taxpayers whose property appears on the attached list are touchedE TAR, and only for property in Kazlų Rūda municipality
E TAR. Owners, buyers and advisers dealing with real estate there should check the attachment to Decision No. TS-176 itself, since the operative part of the decision does not reproduce the addresses or taxpayer names — inclusion on the list is what triggers the 5.0 per cent rate for 2026
E TAR. Property that is not on the list is taxed under the standard 2026 rates in Decision No. TS-203
E TAR.
A taxpayer who disputes inclusion on the list or the resulting assessment can appeal the decision to the Kaunas chambers of the Regional Administrative CourtE TAR (Regionų administracinis teismas, Kauno rūmai, A. Mickevičiaus g. 8A, 44312 Kaunas) under the Law on Administrative Proceedings. Because the appeal runs against the council decision adopting the list
E TAR, an owner who believes the property is neither abandoned nor neglected should act against Decision No. TS-176 rather than waiting for the tax assessment.
