Imports of Chinese PET spunbond nonwoven now carry definitive anti-dumping duties.Europa Under Commission Implementing Regulation (EU) 2026/2393
Europa of 29 October 2026
Europa, a definitive duty is imposed on certain non-woven needle-punched sheets of polyester filaments from China — weighing more than 70 g/m2, between 0.5 and 1.8 mm thick, impregnated with binders, containing less than 30% glass fibres by weight, whether or not glass-fibre reinforced, not coated or covered
Europa — currently falling under CN codes ex 5603 13 90, 5603 14 20 and ex 5603 14 80 (TARIC codes 5603 13 90 70 and 5603 14 80 70). Tulli applies the duty from 31 October

Tulli.
The rates are company-specific and range from 39.8% to 48.1%Europa of the net free-at-Union-frontier price before duty: 39.8% for Hubei Unibon nonwovens, 48.1% for the Tiandingfeng (TDF) producers, 47.1% for other cooperating companies and a residual 48.1% for all other imports. The individual rates apply only against a valid commercial invoice carrying the prescribed signed manufacturer declaration with the TARIC additional code; without it, the residual rate applies. New exporters that shipped nothing during the investigation period from 1 July 2024 to 30 June 2025, are unrelated to a measured producer and have since exported or irrevocably contracted significant Union volumes can ask to be added to the cooperating-companies rate.
Goods imported while the provisional duty under Regulation (EU) 2026/1063 was in force are also caughtEuropa: the secured amounts are definitively collected up to the definitive rates
Europa, and Tulli releases the guarantees and issues post-clearance recovery decisions for the balance. What did not happen is retroactive collection on the registered imports that preceded the provisional measures
Europa. The Commission had put the imports under registration in December 2025 and tested the Article 10(4) conditions, but monthly volumes from initiation to the provisional measures stayed below 1,000 tonnes
Europa against 1,467 to 1,792 tonnes in the investigation period — no further substantial rise — so the retroactivity test failed, including on a complainant request that relied on broader CN codes than the registered TARIC lines.
One coding caution comes with the measure. The goods are currently classified under the codes set out above, while Tulli flags an apparent error in the Finnish language version of the regulation, which appears to write code 5603 14 20 with an 'ex' prefix.
Legal basis: Commission Implementing Regulation (EU) 2026/2393, Articles 1 to 4, adopted under Article 9(4) of Regulation (EU) 2016/1036.
