Customs authorities across the Union must register imports of certain steel wire ropes and cables from India, Thailand and TürkiyeEuropa, so that anti-dumping duties can later be levied retroactively on those registered imports if the conditions are met
Europa. Registration creates no duty itself
Europa: any future liability will emanate from the findings of the ongoing anti-dumping investigation
Europa, and whether duties can be collected retroactively will be assessed in the regulation imposing definitive duties, if any
Europa.
The product is steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steelEuropa, with a maximum cross-sectional dimension exceeding 3 mm
Europa. It is currently classified under five CN codes — ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98
Europa — across fifteen TARIC codes, and originates in India, Thailand and Türkiye
Europa. The CN and TARIC codes are given for information only and do not prejudge later tariff classification. The Commission decided on its own initiative to subject these imports to registration under Article 14(5) of the basic Regulation
Europa.
The registration follows the anti-dumping proceeding the Commission opened on 24 September 2026Europa by notice published in the Official Journal (C/2026/4914) for these three origins. That opening followed a complaint lodged on 10 August 2026
Europa by the European Federation of Steel Wire Rope Industries (EWRIS), on behalf of producers representing more than 25% of total Union production of these goods.
The complaint's calculations, covering January to December 2025, put dumping margins at between 51% and 134% for India, between 23% and 102% for Thailand and between 77% and 82% for Türkiye, with injury elimination levels of between 157% and 243% for India, between 174% and 238% for Thailand and between 199% and 207% for Türkiye. A future duty would normally be set at the lower of the dumping or injury level under Article 9(4) of the basic Regulation. At this stage the Commission states it is not in a position to estimate the actual liabilityEuropa: the complaint figures are for information only and create no expectations as to the level the investigation will establish.
Registration runs for nine monthsEuropa following the date the regulation enters into force
Europa. The Official Journal edition carrying the regulation is dated 30 October 2026
Europa, and Article 2 provides that the regulation enters into force on the day following its publication
Europa, so it enters into force on 31 October 2026
Europa and registration starts then
Europa. Personal data collected in the context of the registration is treated under Regulation (EU) 2018/1725. Importers, declarants and customs brokers moving the listed codes from India, Thailand or Türkiye should expect their consignments to be registered from that date
Europa, while any duty liability remains a matter for the investigation's findings
Europa. Legal basis: Article 14(5) of Regulation (EU) 2016/1036
Europa, applied by Commission Implementing Regulation (EU) 2026/2396
Europa.
If you import the listed steel wire ropes from India, Thailand or Türkiye, expect customs registration from 31 October 2026 and follow the anti-dumping investigation for any definitive duties.
