Contracting authorities, utilities and central purchasing organisations face a restated procurement reporting rulebook. Viešųjų pirkimų tarnybos direktoriaus 2026 m. spalio 29 d. įsakymas Nr. 1S-132E TAR rewrites the 2017 order No. 1S-80 in a new version
E TAR: a fresh Viešųjų pirkimų ir pirkimų ataskaitų rengimo ir teikimo tvarkos aprašas, the Atn-1 family of procedure-report forms (PPA, PPA PPS for framework-based awards, PPA DPS for dynamic purchasing system awards, PKPA for design contests, and the report for procurements exempted from Komunalinio sektoriaus pirkimų įstatymo chapters II–V), the Atn-3 annual contract, in-house and related-company report, and the buyer-type code list. The 2021 order No. 1S-181 on central purchasing organisation reporting
E TAR is repealed outright
E TAR.
The procedure report stays event-driven. A pirkimų vykdytojas files an Atn-1 report for each procedure that produces or fails to produce a contract, framework agreement or dynamic purchasing system, for each main contract under a framework or dynamic system, and for each design-contest winner determination. Utilities that exempt a procurement from chapters II–V of the utilities law report only the legal basis and the contract value on the dedicated form. No report is due for the listed carve-outs: simplified procurements under the unpublished-negotiation conditions, single-supplier framework call-offs without renewed competition, procedures that yield no main contract, diplomatic missions and representations abroad, events of exceptional international importance, low-value procurements, and purchases made from or through a central purchasing organisation.
The annual report stays calendar-driven. The Atn-3 form collects every contract signed in the reporting calendar year whose publication is not mandatory, including oral low-value contracts and procurements whose yearly contract value does not exceed 30 000 eurų without VAT, plus all in-house transactions and, for utilities, purchases from related undertakings. A buyer that held central purchasing organisation status for only part of the year files two Atn-3 reports, one for each part.
Deadlines are unchanged in shape: the procedure report goes to the Tarnyba within 15 days after the procedure ends and in any event before the first payment under the signed contract, with lot-by-lot supplementation where lots close at different times; the annual report within 30 days after the reporting calendar year; central purchasing organisation procedure reports monthly within 5 working days after the month ends. Every report is completed, published and corrected in CVP IS through the Ataskaitų teikimo modulis, where the filer sees only the fields its earlier choices require.
Two transitions cushion the switch. Reports already filed before the new order takes effect are corrected under the previous rules, and central purchasing organisations keep reporting centrally executed low-value procurements under the previous rules until 31 January 2027E TAR.
Legal basis is Viešųjų pirkimų tarnybos direktoriaus 2026 m. spalio 29 d. įsakymas Nr. 1S-132, adopted under Lietuvos Respublikos viešųjų pirkimų įstatymo 95 straipsnio 1 dalies 1 punktu and 96 straipsnio 4 dalimi and Lietuvos Respublikos pirkimų, atliekamų vandentvarkos, energetikos, transporto ar pašto paslaugų srities perkančiųjų subjektų, įstatymo 101 straipsnio 1 dalies 1 punktu and 102 straipsnio 4 dalimi.
File procurement reports on the restated Atn-1 and Atn-3 forms: procedure reports within 15 days of completion and annual contract reports within 30 days after the calendar year, via the CVP IS reporting module.
