Steel ropes from three countries face import registration

Imports into the Union of certain steel wire ropes and cables from India, Thailand and Türkiye are subject to registrationEuropa from 31 October 2026Tulli for nine monthsEuropa, so that anti-dumping duties can later be levied retroactively on the registered imports if the investigation leads to definitive duties and the conditions for retroactivity are metEuropa. The Commission ordered registration on its own initiative, and any future liability will emanate from the findings of the anti-dumping investigation.

The product concerned is steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3 mm, originating in India, Thailand and Türkiye.Europa It is currently classified under CN codes ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98, with TARIC codes 7312 10 81 12, 7312 10 81 13, 7312 10 81 19, 7312 10 83 12, 7312 10 83 13, 7312 10 83 19, 7312 10 85 12, 7312 10 85 13, 7312 10 85 19, 7312 10 89 12, 7312 10 89 13, 7312 10 89 19, 7312 10 98 12, 7312 10 98 13 and 7312 10 98 19. The codes are given for information only and without prejudice to a subsequent change in tariff classification.

Registration is directed to the customs authorities under Article 14(5) of Regulation (EU) 2016/1036Europa on protection against dumped imports from non-EU countries. That provision allows imports to be made subject to registrationEuropa, whose purpose is to ensure retroactive collection where the legal conditions are met. The assessment of those conditions is left to the regulation imposing any definitive duties. The Commission examines and decides on the introduction of anti-dumping duties for the Union as a whole; the Finnish Customs (Tulli) has no decision power and only reports the matter.

The registration follows an anti-dumping proceeding opened on 24 September 2026 by notice C/2026/4914, after a complaint lodged on 10 August 2026 by the European Federation of Steel Wire Rope Industries (EWRIS) on behalf of producers representing more than 25% of total Union production. The complaint's calculations estimated dumping margins of 51-134% for India, 23-102% for Thailand and 77-82% for Türkiye for January-December 2025, with injury elimination levels of 157-243% for India, 174-238% for Thailand and 199-207% for Türkiye. Any future liability would normally be set at the lower of dumping or injury under Article 9(4) of the basic Regulation, but at this stage the Commission states it cannot estimate the amount: the complaint figures are for information only and create no expectations as to the level resulting from the investigation.

Importers, declarants and advisers handling the covered ropes and cables check the TARIC codes on current consignments, flag goods falling under the registration, and follow the investigation for the later duty determination. Registration expires nine months after the entry into force of the implementing regulationEuropa, which entered into force on the day after its 30 October 2026 publicationEuropaEuropa.
