The four new footnotes set the duty rate to 0 kr/kgLovdata: footnote 19 for goods of MERCOSUR origin under tariff lines 17.04.9010, 19.02.4000, 20.06.0031 and 21.03.2021

Lovdata; and footnote 22 for goods from the Philippines, Indonesia, MERCOSUR, Moldova and the United Kingdom under 21.06.9094
Lovdata. The corresponding footnote markers were added to the affected rows in Vedlegg 1, alongside the existing markers already on those lines.
Kosovo and MERCOSUR join the origin lists for matrix calculation (MX2) and declaration calculation (D2), and the EØS/EFTA rate in footnote 2 now applies to goods of Kosovar and MERCOSUR origin as wellLovdata. Footnote 12, which sets 0 kr/kg for 20.06.0031 on import from Mexico, now covers Moldova too. Footnote 13, which taxes the listed origins at the ordinary duty rate, adds MERCOSUR to its country list. The amendment's purely editorial change of the MX1, MX2, D1 and D2 headings from “paragraf 2” to “§ 2” changes nothing substantive.

RÅK-importforskriften governs reduced duty rates for processed agricultural goods in Vedlegg 1: finished goods use the listed rate unless the line directs matrix calculation (MX, a fixed element plus a variable element from the content of representative goods such as milk powder, butter, wheat flour and raspberries) or declaration calculation (D, from the percentage content of Vedlegg 2 raw materials). Reduced-rate permits under § 2 second and third paragraphs are granted on application, Landbruksdirektoratet supervises the scheme, and the permit shows a minimum duty of 0,39 kr/kg. Legal basis is lov 21. desember 2007 nr. 119 om toll og vareførsel (tolloven) § 9-1 og § 9-3 and lov 11. mars 2022 nr. 8 om tollavgift (tollavgiftsloven) § 5-1 og § 5-3, as stated in the regulation's Hjemmel.
