Estonia plans DAC2/CRS filing pause for the CRS 3.0 transition
e-MTA submissions are due to pause in December 2026 and reopen, provisionally, in February 2027. Older-period corrections will also need the new XML format.

The planned interruption covers more than new reporting. During the pause, users will also be unable to submit nil declarations, corrections to previously submitted declarations or deletions. Reporting teams should review unfinished submissions and amendments before the interruption: the authority recommends completing them before the pause where possible.
The February reopening is an expectation, rather than a fixed day on which firms can rely. The authority says it will publish the precise start and end dates of the interruption separately. Teams planning their filing workload should therefore monitor those announcements and keep the anticipated service window distinct from an exact submission date.
The format change also follows the submission, rather than the age of the reporting period. After reopening, CRS 3.0 must be used for new DAC2 and CRS declarations, nil declarations, corrections relating to earlier periods and deletions of previously reported information. Corrections and deletions concerning declarations filed before the transition must likewise use XML that meets the new requirements. Files prepared under the previous schema version will no longer be accepted after reopening.
The authority identifies the new schema as OECD CRS XML Schema Version 3.0 and the accompanying user guide as version 4.0. It says the schema contains updated data fields and validation rules and supports the amended Common Reporting Standard. Those version numbers refer to different documents and should be distinguished when reviewing reporting software and file specifications.
The related regulatory update is still described as being under public consultation. The authority says the revised regulation will be published in Riigi Teataja after consultation and the legislative process are completed, with further information about commencement and the XML/XSD files to follow. The stated legal update concerns the CRS and DAC2 XML/XSD annexes to the Minister of Finance’s Regulation No 16 of 19 May 2025.
