Jersey opens ITIS rate wizard to all payrolls
Employers can download current employee tax rates and contribution status from their latest return’s staff list; new starters must still provide their notices and registration cards.

Jersey employers of every payroll size can now use Revenue Jersey’s ITIS effective rate wizardGOV to obtain employees’ current tax rates and Social Security contribution liability status. The service replaces the ITIS rate upload previously restricted to large employers
GOV, giving smaller payrolls access to the employee-information service.
The wizard works from the employee list in the latest combined employer return received by Revenue JerseyGOV. It draws on the latest information available in the revenue system, gets current ITIS effective rates and Social Security contribution liability status, and identifies changes since the previous combined employer return. Employers can download an extract for use in payroll processing.
The former upload service required an employer with at least 50 employees to supply a CSV file of employee identifiers and payroll details, which Revenue Jersey returned populated with current ITIS rates. The new guidance describes a service available to all payrollsGOV and based on the employee list already supplied through the combined return.
New starters remain a separate step: Revenue Jersey says they must still provide their latest ITIS effective rate notice and Social Security registration card when they startGOV. Payroll teams should therefore retain that onboarding check when incorporating the wizard’s downloaded information into their processing.
For return preparation, the employee’s Tax Identification Number is shown on the effective rate notice and the Social Security number on the registration card. The return records both the tax deducted and the effective rate applied. If more than one rate was used during a month, the online return allows the employer to select the multiple-rate option and enter the actual total deducted instead of the automatically calculated figure.

Revenue Jersey’s combined-return instructions are the operational guidance for the service; the legal basis for employer deductions is the Income Tax (Jersey) Law 1961, Article 41B (duty of employer to deduct tax) and Schedule 1A, Part 1, paragraphs 2 and 3 (combined rates and long-term care deductions).
