Norway has added Annex I of the EFTA–Kosovo free-trade agreement to the list in tollavgiftsforskriften § 4-1-1. Amendment FOR-2026-08-21-1659 inserts the reference as item 21 and takes effect on 1 September 2026.Lovdata
A companion amendment, FOR-2026-08-21-1660, adds the same Annex I reference to vareførselsforskriften § 5-11-1, also as item 21 and from the same date. The two changes concern separate lists: the tariff-preference framework and the rules for preferential origin. Existing items 21–37 are renumbered 22–38 in each provision.Lovdata
Importers and customs representatives should read the new agreement reference together with the applicable tariff and origin conditions when considering a preference claim. These short amendments add references to Annex I; they do not themselves reproduce its detailed conditions or state that every shipment from Kosovo automatically qualifies for reduced duty.Lovdata
