Group-b vehicle CO2 duty rises to NOK 450 in the first band

From 1 September 2026, the CO2 component of Norway's one-off registration duty for group-b vehicles is NOK 450 per g/km in the 0–100 g/km band. The previous rate in that band was NOK 300. Group b covers varebiler klasse 2 and lastebiler klasse 1, and this provision applies to vehicles with piston-driven internal-combustion engines. The other CO2 bands in that group remain NOK 600 per g/km for 101–150 g/km and NOK 1,200 per g/km above 150 g/km. The group's separate weight component remains NOK 30 per kilogram of unladen weight exceeding 1,200 kilograms. The amended first-band figure must therefore be used within the group-b calculation, alongside the unchanged components. The change concerns the vehicle's one-off registration duty, engangsavgift. The annual decision imposes that duty on first registration in Statens vegvesen's vehicle register. It also addresses specified cases where conditions for an initial exemption or reduction cease to be met, a previously unregistered vehicle is used unlawfully without registration, or a rebuilt vehicle is used before new registration. The tax base uses the technical data established when the vehicle is approved under the road authorities' rules. That includes the relevant unladen weight and CO2 emissions. Vehicle classification remains important because the decision provides different calculations for passenger cars, group-b vehicles, motorhomes and other vehicle groups. For a vehicle previously registered abroad, the decision provides an age-based deduction from the duty calculated under §§ 2–3. It also contains separate provisions on scrappage duty, exports, temporary use and exemptions. Those provisions must be considered on their own terms when determining the amount payable in an individual case. The consolidated annual decision retains its general reference to 1 January 2026, while the amendment note specifically gives 1 September 2026 as commencement of the group-b change. The revised band is set out in FOR-2025-12-18-2755 § 3, as amended by FOR-2026-06-19-1246, read with §§ 1 and 4–9.
