PRH specifies structured filings for sustainability-reporting companies
The instruction covers financial statements and every accompanying document. The Accounting Act distinguishes XHTML format from sustainability tagging, whose duty depends on EU technical rules.

Companies required to report on sustainability must submit their financial statements and all accompanying documents directly to Finland’s Trade Register in structured form, PRH’s revised guidance states. The instruction covers the filing package as a whole: the sustainability report forms part of the management report attached to the financial statementsPRH.
For preparers, the distinction matters because the Accounting Act specifies both a document format and separate digital tagging requirements. Chapter 7, section 22 requires the management report and sustainability report to use the electronic XHTML format referred to in the ESEF RegulationFinlex. The same provision covers the group management report and consolidated sustainability report.
Sustainability tagging has a separate trigger. Section 22 makes the duty to apply digital XBRL sustainability tags conditional on EU legislation specifying their content and formFinlex. The structured-filing instruction therefore needs to be read alongside that condition; the document-format requirement and the trigger for sustainability tagging are distinct parts of the law.
For an unlisted sustainability-reporting company, section 23 also requires XHTML financial statements and consolidated financial statementsFinlex, with the financial information specified by a PRH decision marked using digital PRH tags
Finlex. The provision separately refers listed companies to the ESEF Regulation for their financial-statement format and consolidated-account tagging. Audit and sustainability-assurance reports follow the digital arrangements prescribed by PRH, subject to EU law.
The filing package identified in section 25 includes the approved financial statements, the board’s management report containing the sustainability report, the audit report and a sustainability-assurance report where it is separate from the audit report. For a parent company, the package also includes the consolidated accounts and the group management report containing the consolidated sustainability reportFinlex.
PRH also specifies that sustainability reports must follow ESRS standards published in the EU’s Official Journal. These determine reporting content, while the filing and digital-format provisions govern how the documents are prepared and submitted. PRH says the financial-statement documents submitted to the Trade Register are public and can be accessed through its Virre service.
