What sources does Taxxa search?

Taxxa searches a continuously updated collection of more than one million pages from tax authorities, government publications, legislation and case law across the European jurisdictions it covers. Every response cites the underlying material, so a professional can inspect the rule, its jurisdiction and whether it is current before relying on the result.

Can Taxxa work with a team’s own documents?

Yes. Research can combine the public knowledge base with a team’s own PDF, DOCX, CSV and TXT files in one workspace. That makes it possible to compare a client document with the relevant guidance, trace a conclusion to its source and prepare a draft without losing the evidence that supports it.

Who is Taxxa built for?

Accountants, auditors, tax advisors, payroll specialists, bookkeepers and advisory teams working across European jurisdictions. Shared workspaces keep research available to colleagues, and citations make review easier.

Where is customer data stored, and is it used to train models?

Customer data stays in the European Union and is never used to train language models.

Does Taxxa replace professional judgement?

No. Taxxa is a research and drafting workspace. It helps professionals reach an informed starting point faster; the professional still reviews the evidence and makes the final decision. It does not file returns, post bookkeeping entries or give legal advice.

Industry: Manufacture of fabricated metal products, except machinery and equipment

Customs authorities across the EU must now register every consignment of bolted and boltless steel shelving units and their components arriving from the People's Republic of ChinaEuropa. Registration does not itself impose any dutyEuropa, but it preserves the Commission's ability to levy definitive anti-dumping duties retroactively on the registered imports if the investigation ends with duties and the legal conditions for retroactive collection are metEuropa.

The product concerned covers steel uprights with two flat connecting surfaces and steel beams without welded upright connectors, whether or not assembled into shelving units and whether or not supplied with decks of any materialEuropa. The customs codes are given for information only: CN ex 9403 20 80 and ex 9403 99 10 (TARIC 9403 20 80 20 and 9403 99 10 20). A later change in tariff classification would not take the goods outside registrationEuropa.

Registration follows the opening of an anti-dumping proceeding on 10 June 2026Europa, announced by notice in the Official Journal. The proceeding began after a complaint lodged on 27 April 2026Europa by the European Metal Shelving Manufacturers' Defence CommitteeEuropa on behalf of producers accounting for more than 25% of total Union productionEuropa. The Commission imposed registration on its own initiativeEuropa under Article 14(5) of the basic anti-dumping RegulationEuropa, and any future liability will emanate solely from the findings of that investigationEuropa.

The complaint estimated dumping margins of between 62% and 103%Europa and an injury elimination level of between 290% and 310%Europa for the investigation period from 1 October 2024 to 30 September 2025Europa. Under Article 9(4) of the basic Regulation the eventual duty would normally be set at the lower of the dumping or injury levelEuropa. If the Commission finds evidence of raw material distortions within the meaning of Article 7(2a), the duty could instead be set at the full dumping margin under Article 7(2b), where a lower duty would not remove the injury to Union industryEuropa. At this stage the Commission states it cannot estimate the actual future liability, so the figures from the complaint are for information only and create no expectations.

Registration expires nine months after the regulation's entry into forceEuropa. Personal data collected in the course of registration is processed under Regulation (EU) 2018/1725.

Legal basis: Commission Implementing Regulation (EU) 2026/2023 of 10 September 2026Europa, adopted under Article 14(5) of Regulation (EU) 2016/1036Europa.

Importers and customs brokers moving Chinese bolted or boltless steel shelves should expect customs registration of their consignments now and diarise possible retroactive anti-dumping duties once the investigation concludes.
