Tax-card API users must switch to polling by 15 December

Skatteetaten will stop creating Dialogporten messages for tax-card orders. Systems using dialogue notifications must change; systems already using polling need no adjustment.

Skatteetaten distinguishes those providers from the majority that already use polling. Its notice says that existing polling users do not need to take any actionSkatteetaten. The change is consequently relevant to how a system retrieves tax cards: the practical first check is whether retrieval depends on dialogue messages or already uses the order reference to poll for the response.

Under the current arrangement, an API order creates two messages in a dialogue in Altinn's DialogportenSkatteetaten. One confirms that the tax cards have been orderedSkatteetaten; the second arrives when they are ready for retrievalSkatteetaten. These messages go to the system user identified in the Maskinporten token used to call the API.Skatteetaten Systems can currently listen to that dialogue to determine when the cards are ready.Skatteetaten

Skatteetaten says Dialogporten is poorly suited to this form of machine-to-machine communication. Many system users have accumulated very large numbers of messages, while the messages contain no information significant to the tax-card orders beyond confirming that orders have been placed. Once message creation ends, listening for those messages will no longer provide a way to retrieve the cards.Skatteetaten

The authority points providers to its SwaggerHub description of the current usage pattern and directs questions through its support solution. The operational basis is Skatteetaten's notice “Endret bruksmønster for henting av skattekort”, which sets the changeover date and the polling requirement.

Check whether tax-card retrieval uses dialogue notifications and, if it does, switch to polling with the order reference before 15 December 2026.
