SAF-T test filing reopens by email with synthetic-data rule
Skatteetaten now accepts SAF-T Financial and CashRegister test files by email: XML only, no zip, 15MB per file and 10 files per submission — and only synthetic data, or files go unprocessed.

Skatteetaten has reopened test submission for SAF-T files. Where the test-submission page previously said no files could be sent while a new solution was being builtSkatteetaten, it now invites system providers and others developing SAF-T solutions to email test files
Skatteetaten for SAF-T Regnskap (Financial) and SAF-T Kassasystem (CashRegister), with format validation, content feedback and a consistency review — for example checking that every VAT code (TaxCode) used in GeneralLedgerEntries transactions is defined in the MasterFiles TaxTable for Financial files, and that every eventType used in events is defined in the non-sale event codes for CashRegister files.
The page sets hard submission terms. Files go by emailSkatteetaten, several at once if needed, but each file may be at most 15 MB and one submission may hold at most 10 files. Only XML files are accepted as email attachments — zip files are refused. And every file must contain synthetic data: artificial data not based on real data
Skatteetaten, with no identifiable information about persons or businesses such as organisation numbers, personal identity numbers, addresses or telephone numbers
Skatteetaten. Files with anything else are not processed. Providers should first validate the format themselves; Skatteetaten points to its validator on GitHub. After review, feedback arrives by email.
Why test at all, in the page's own terms: participation lets developers test format validation and get feedback on content, contributing to the best possible quality of production SAF-T files — the review checks that the information in the files is internally consistent, catching code-table mismatches before they reach real filings.
The audience is deliberately narrow — vendors and developers building SAF-T support — but for them the reopened channel is the operative news: format validation plus a human consistency check before production filing.
Legal basis: Skatteetaten guidance page Testinnsending av SAF-T Regnskap (Financial) og SAF-T Kassasystem (CashRegister), updated from test-closed to test-open via email with the synthetic-data, XML-only and size terms.
If you build SAF-T Financial or CashRegister support, self-validate with the GitHub validator, then email synthetic-data XML test files (max 15MB each, 10 per submission) for the consistency review.
