Šiauliai rewrites procurement-need update rule, adds security check
Order No. A-612 of 15 September 2026 rewrites Šiauliai procurement point 18 with a three-way update rule and adds contract-security verification.

The rewritten point 18 keeps the existing 10-day duty whenever the allocation of funds changes after the municipal budget is approved or amended, an additional need for goods, services or works emerges during the year, or financing possibilities changeE TAR. From the day such circumstances become apparent, the procurement initiator (Pirkimo iniciatorius) must act in the Procurement Management System (Pirkimų valdymo sistema)

A new point 52.1 adds a verification duty for the contract executor (Sutarties vykdytojas)E TAR. Where a contract performance security instrument has been submitted, the executor checks the draft security measure and the original document against the verification guidelines for contract performance security measures published in the Municipality Administration intranet section “Viešieji pirkimai”

In complex cases, where assessing the security instrument requires the knowledge and experience of various specialists, a working group may be convened on the contract executor's initiative, and the working group's decisions are recorded in minutes (protokolu). The former points 52.1–52.4 are renumbered 52.2–52.5 accordingly.
The order separately tasks the Customer Service Department (Asmenų aptarnavimo skyrius) with familiarising the administration's structural-unit staff and unaffiliated civil servants and employees with the order through the “Avilys” document management system.
The changes matter in practice for Šiauliai municipal procurement initiators, procurement specialists and contract executors, who carry the new time-bound and verification duties, and indirectly for suppliers, whose performance securities will now be examined against published guidelines with a possible multi-specialist review. The amended procedure was approved by Order No. A-2193 of 21 December 2022; the amendments come in Order No. A-612 of 15 September 2026.
Šiauliai procurement initiators should file changed needs through the correct 18.1–18.3 route within 10 days, and contract executors should verify any submitted performance security against the ‘Viešieji pirkimai’ intranet guidelines.
