Accounting & Reporting

Estonian preparers reporting under the Eesti finantsaruandluse standard (EFS) must apply new editions of the Raamatupidamise Toimkond guidelines to reporting periods starting on 1 January 2027 or laterFIN. The new editions were confirmed by Finance Minister Regulation No 10 of 17 July 2026FIN. They carry into EFS the February 2025 updated full text of the IFRS for SMEsFIN, which is the methodological basis of the Estonian standard; the Toimkond worked through those amendments during 2025 and prepared the resulting EFS changes. Financial statements for 2026 are still prepared under the previous editionsFIN.

The Board's page presents the 2027 set as RTJ 1–16, but the documents narrow that: the official change summary records no changes for RTJ 13 (Likvideerimis- ja lõpparuanded) and RTJ 14 (Mittetulundusühingud ja sihtasutused)FIN, and the enabling regulation applies the 1 September 2026 editions of RTJ 1–12 and RTJ 15–16 to periods starting on 1 January 2027 or laterRiigiteataja. As the documents stand, the 2027 changes apply across RTJ 1–12 and RTJ 15–16, leaving RTJ 13 and RTJ 14 unchangedRiigiteataja.

The default transition is retrospectiveFIN. Under RTJ 1.70–73, the effect of a change in accounting policy is restated retrospectivelyFIN, so the 2027 statements correct the 2026 comparatives as if the new policy had always appliedFIN. That default falls away where the new guideline itself, or the underlying SME IFRS change, lays down different transition rules, or where the effect on prior periods cannot be measured reliablyFIN.

Two guidelines get their own transition carve-outs, aligned with the changed SME IFRS transition provisionsFIN. Amendments to RTJ 10 (Tulu kajastamine), including the recognition of sales of goods with a right of return, may be recognised prospectively where retrospective recognition is not possible at reasonable cost and effortFIN: the whole prior-period effect is then booked as an adjustment to the opening balance of 2027 retained earnings without restating the 2026 comparatives, unless even that opening-balance effect cannot be estimated reliably at reasonable cost and effortFIN. Amendments to RTJ 11 (Äriühendused ning tütar- ja sidusettevõtete kajastamine) apply only to business combinations occurring in periods starting on 1 January 2027 or laterFIN; earlier combinations stay accounted for under the guidelines in force when they occurredFIN.

Preparers should map now which of the new editions touch their policies — revenue recognition with return rights and business combinations are the two flagged transitionsFIN — assess whether 2026 comparatives can be restated, and document the reasonable-cost-and-effort assessment wherever RTJ 10 prospective treatment is usedFIN. A summary of the changes (RTJ muudatuste kokkuvõte 2026) is published alongside the new editions, and the previous editions remain available for periods that began before the end of 2026.

Legal basis: Finance Minister Regulation No 10 of 17 July 2026 confirming the new RTJ editions, made under § 34(4) of the Raamatupidamise seadus; § 2(9) of the enabling regulation applies the 1 September 2026 editions of RTJ 1–12 and 15–16 to periods starting on 1 January 2027Riigiteataja, following the IASB's February 2025 IFRS for SMEs.

Map which new RTJ editions touch your policies, assess whether 2026 comparatives can be restated, and document the reasonable-cost-and-effort assessment wherever RTJ 10 prospective treatment is used.
