Vormsi introduces a municipal financial-management procedure

Effective from 1 September 2026, the procedure sets budget deadlines, reserve-fund limits, borrowing rules and annual-report controls for the municipality.

Vormsi’s new financial-management procedure enters into force on 1 September 2026Riigiteataja. It sets the municipality’s rules for preparing and executing budgets, using the reserve fund, taking on commitments and approving annual reports. The municipal government must initiate the budget process by 30 September of the year preceding the budget yearRiigiteataja. Organisations and individuals outside the municipal administration seeking budget funding generally submit their requests through the responsible municipal officer by 30 September, unless another legal rule appliesRiigiteataja.

The budget is prepared on an accrual basis and in whole eurosRiigiteataja. The reserve fund must be at least 1% of planned operating revenue. Each individual allocation from that fund may not exceed 50% of the approved reserve-fund amountRiigiteataja. Spending an allocation is permitted after the relevant municipal-government order takes effectRiigiteataja, and recipients must report on its use and return unused funds by the reporting deadlineRiigiteataja.

Budget holders may transact only within their approved allocationsRiigiteataja. The procedure allows specified recurring service and operating contracts within the amounts and period covered by the budget strategy, while significant unplanned long-term commitments require council permissionRiigiteataja. Finance staff should distinguish those authorisations when reviewing proposed contracts.

Liquid assets may be placed in bank deposits with maturities of up to one yearRiigiteataja; investment in funds is prohibited by the municipal procedureRiigiteataja. Borrowing is permitted only for investment or refinancing existing debtRiigiteataja, and overdrafts or short-term loans must be repaid within the same financial yearRiigiteataja.

The annual report must be prepared and submitted to the review committee by 15 MayRiigiteataja. The municipal government must send the approved and signed report to the council by 31 May, with the auditor’s report and its own approval decisionRiigiteataja. Council approval is due by 30 JuneRiigiteataja.
