VDI statutes add asbestos-permit violation from 1 October
A new point 21.8 makes unlicensed asbestos construction work a codified inspection violation, and a new point 8.1.11(1) assigns VDI its Article 18(1) safety functions.

The Valstybinė darbo inspekcija (VDI) statutes gain a new function: point 8.1.11(1) tasks VDI with carrying out the functions assigned to it in Article 18(1) of the Darbuotojų saugos ir sveikatos įstatymasE TAR. Points 1.1 and 1.3 of the amending order take effect on 1 October 2026

The same order writes the asbestos permit into the VDI employer-inspection rules. New point 21.8 provides that an employer carries out construction work in which structures containing asbestos or asbestos-containing materials are demolished or altered, or asbestos or asbestos-containing materials are removed, without holding the valid permit to carry out construction work under asbestos exposure referred to in Article 18(11) of the Darbuotojų saugos ir sveikatos įstatymasE TAR. That unlicensed work is therefore a codified inspection violation

Cableway-installation market operators whose equipment falls under that Regulation therefore deal with VDI as the surveillance authority

The structure of the change is administrative rather than substantive safety law: the order does not rewrite the asbestos permit or the Article 18(1) duties themselves, it rewrites the VDI statutes so that the inspectorate is the body carrying them out. Point 8.1.11(1) anchors the Article 18(1) functions inside the VDI function list, and point 21.8 anchors the unlicensed-work fact pattern inside the employer-inspection violation list.
