VDI replaces asbestos work-plan filing with notification and permit forms

Employers whose workers face exposure to asbestos dust or dust from asbestos-containing materials must notify the State Labour Inspectorate (VDI) before starting the activityLRV, and again before starting work at each new siteLRV. Employers planning construction works that disturb structures containing asbestos or asbestos-containing materials, or that remove asbestos, must hold a valid permit for carrying out construction works while exposed to asbestosLRV. The filing route for both duties now runs through four standard forms approved by order No EV-146 of the Chief State Labour Inspector of 7 September 2026LRVLRV.

The notification on asbestos-related activity goes to the VDI territorial division and identifies the employer, the supervising contact person, the planned timing and place of the works including the specific zones, the materials handled with asbestos type and quantity, and the protective arrangements: organisational, collective and personal protective measures, ventilation of enclosed spaces, decontamination and changing arrangements, cleaning of premises and equipment, storage and transport, waste handling, and the exposed workers with their training certificate details and latest health-check dates. Copies of the workers' training certificates are attached.

The permit application asks VDI to issue the permit and carries a commitment to implement the exposure-reduction requirements of the 2004 asbestosules, to keep the number of exposed workers to the minimum possible, to prevent dust formation and release, to apply decontamination procedures and mechanical extraction ventilation in enclosed spaces, to store and transport asbestos in sealed packaging, and to handle asbestos waste as required. The applicant confirms that every exposed worker is trained under chapter VII of the Nuostatai with a positive assessment and a training certificate, lists those certificates with copies attached, undertakes to continue training, and confirms familiarity with the duty to file the asbestos-activity notification.

Two further forms administer an issued permit at the employer's own request: one to suspend the permit's validity or to revoke it, and one to lift a suspension that was previously imposed at the employer's request, in each case identifying the permit by issue date, number and current status.

This replaces the previous arrangement under which companies filed a free-form asbestos removal work plan with the VDI territorial divisionLRV. The underlying duties flow from Article 18¹ of the Employees Safety and Health Act and the 2004 Darbuotojų apsaugos nuo asbesto keliamos rizikos nuostatai, the permit procedure follows the August 2026 order No A1-480, and VDI's organisation of the permit service applies from 1 October 2026E TAR.
