Employers and their payroll mandataires file social declarations through Net-entreprises.fr, the free and secure portal run by the Groupement d'intérêt public pour la modernisation des déclarations sociales (GIP-MDS) that sits between businesses and the social protection bodies — the Caisse nationale d'assurance vieillesse (Cnav), the Régime de retraite complémentaire obligatoire des salariés du secteur privé (Agirc-Arrco), France Travail and the Mutualité sociale agricole (MSA), among others. The connected area of that portal is being redesigned around a single entry point.
A new home screen gives access to all Net-entreprises services from a single centralised entry point.Service Public The declaration journey itself is simplified, so filers go through fewer steps to submit
Service Public.
Service Public A unified Déclaration sociale nominative (DSN) dashboard will then complete the new setup from 21 October.
The DSN is produced per Siret establishment number and not per Siren company number, so a company with several establishments produces one DSN per establishment. It carries individual payroll data and events affecting activity periods — sick leave, maternity and paternity leave, end of contract — and it replaced a series of previously separate returns, including the DADS-U, the Déclaration obligatoire d'emploi des travailleurs handicapés (DOETH) and the Déclaration sur les mouvements de main-d'œuvre (DMMO). Transmission through the DSN drives both the calculation and payment of social contributions and the automatic forwarding of employee data to the social bodies, notably the Caisse primaire d'assurance maladie (CPAM), the Urssaf, Agirc-Arrco, the complementary health and welfare bodies and France Travail. The withholding at source of income tax (prélèvement à la source, PAS) is fully integrated into the DSN: the employer withholds it monthly together with contributions and pays it to the service des impôts des entreprises (SIE).
In practice, payroll teams and their mandataires should expect the familiar Net-entreprises entry screens to change and should check that their bookmarks, internal procedures and any guidance given to establishment-level filers point at the new centralised home screen. The unified DSN dashboard arriving on 21 October completes the new setup, so teams filing around that date should allow time to find the new monitoring view.
Legal basis: Code de la sécurité sociale, article L133-5-3 (DSN — Dispositions générales).
Review Net-entreprises bookmarks and filing procedures for the new centralised home screen, and plan for the unified DSN dashboard arriving on 21 October.
