Chinese glass beads put under nine-month import registration
Customs registers Chinese glass-bead imports for nine months from 1 October 2026, preserving retroactive anti-dumping duties; no duty rate is set yet.

Importers bringing solid glass microspheres (commercially known as 'glass beads') from China into the Union must have their imports registered from 1 October 2026Europa
Tulli. The European Commission has directed customs authorities to record every consignment of the product concerned for nine months
Europa, so that anti-dumping duties can later be levied retroactively on the registered imports if the ongoing investigation ends in definitive duties
Tulli.
Registration in itself imposes no dutyEuropa and changes no tariff rate
Europa. Its practical effect is preservation of the option to collect duties backwards: only imports recorded during the registration window can be hit with retroactive duties
Tulli, and only if the conditions for retroactive collection are met in the regulation that would impose the definitive duties
Europa. Any future liability flows from the findings of the anti-dumping investigation, not from the registration measure
Europa.
The product covered is solid glass microspheres not exceeding 2 mm in diameter, with a coated or uncoated surfaceEuropa, irrespective of intended use or production process
Europa, originating in the People's Republic of China
Europa. Consignments currently fall within CN codes ex 7002 10 00, ex 7018 10 90, ex 7018 20 00 and ex 7018 90 90
Europa, corresponding to TARIC codes 7002 10 00 20, 7018 10 90 10, 7018 20 00 10 and 7018 90 90 10
Europa. Classification alone does not settle scope: glass spheres meeting the product definition fall inside the investigation whether or not they are declared under those codes
Europa. Expressly outside scope are products defined as 'glass beads' in the form of small pierced balls
Europa, currently falling within CN codes 7018 10 11 and 7018 10 19
Europa.
The registration follows the anti-dumping proceeding the Commission opened on 16 July 2026 after a complaint lodged on 24 June 2026 by Union producers, including M. Swarovski GmbH, the Swarco and Sovitec companies, Potters Ballotini entities and Intermiglass, on behalf of producers representing more than 25 % of total Union production. The Commission ordered registration on its own initiative under Article 14(5) of the basic anti-dumping Regulation (EU) 2016/1036Europa.
No amount of future duty can be derived from the registrationEuropa. The complaint estimated a dumping margin of 77,48 % and an injury elimination level of 125 % for the period from 1 January 2022 to 31 December 2025, and future liability would normally be set at the lower of dumping or injury level — but the Commission states it is not in a position to estimate the liability at this stage, so those figures are information only and create no expectation of the final level. If the investigation finds raw material distortions, the duty could instead be set at the full dumping margin where a lower duty would not remove the injury to Union industry.
Finnish importers should note that Tulli has no decision-making power in the matter; it only passes on the Commission's measure. Declarants moving Chinese glass microspheres under the listed TARIC codes from 1 October 2026 should expect their consignments to be registeredTulli and should price in the possibility of retroactive duties once the investigation concludes.
Legal basis: Commission Implementing Regulation (EU) 2026/2162 of 29 September 2026, adopted under Article 14(5) of Regulation (EU) 2016/1036Europa.
If you import Chinese solid glass microspheres under the listed TARIC codes, expect registration from 1 October 2026 and price in possible retroactive anti-dumping duties.
