Commission reviews Indian stainless steel duties; hearings open

The European Commission has opened two partial interim reviews concerning the Indian producer Jindal Stainless LtdTulli alongside one expiry review covering India and IndonesiaEuropa, all of them affecting cold-rolled stainless steel flat productsEuropa, and companies concerned can now ask to be heard and comment within the deadlines set in the opening noticesTulli. Tulli, which only relays the Commission's measures, stresses that meeting the deadlines is the only way to influence the outcomeTulli.

First, the Commission is reviewing the anti-dumping duty rate of the Indian producer Jindal Stainless Ltd at the company's own request. The existing definitive anti-dumping duty on Jindal Stainless Limited stands at 10,0 % (its dumping margin was established at 13,9 %, reduced to avoid double counting of export subsidies), and the review will examine whether that company-specific rate should change. Details are in Commission notice C/2026/4991, and the review must conclude within 15 months of the notice's publication.

Second, the Commission is separately reviewing Jindal Stainless Ltd's countervailing duty rateTulli. The current definitive countervailing duty on Jindal Stainless Limited is 4,3 %Europa, and this review likewise tests whether that company-specific rate should be adjusted. Details are in notice C/2026/4997.

Third, the Commission has opened an expiry review of the anti-subsidy measures on Indian and Indonesian cold-rolled stainless steel flat productsEuropa, testing whether letting the measures lapse would likely lead to a continuation or recurrence of subsidisation and injury to Union industry. Unlike the two interim reviews, an expiry review does not amend the duties: it ends either in repeal or in continuation of the existing measuresEuropa, whose company countervailing rates run from 0 % to 21,4 %. Details are in notice C/2026/5033, and this review too ends within 15 months of publication.

The product scope in all three reviews is flat-rolled products of stainless steel, not further worked than cold-rolled, currently falling under CN codes 7219 31 00, 7219 32 10, 7219 32 90, 7219 33 10, 7219 33 90, 7219 34 10, 7219 34 90, 7219 35 10, 7219 35 90, 7219 90 20, 7219 90 80, 7220 20 21, 7220 20 29, 7220 20 41, 7220 20 49, 7220 20 81, 7220 20 89, 7220 90 20 and 7220 90 80, originating in India and Indonesia, as laid down in Commission Implementing Regulations (EU) 2021/2012 and (EU) 2022/433Europa. The duties were previously extended to Indonesian-origin product consigned via Taiwan, Türkiye and Vietnam, so traders routing through those countries are also affected.

Nothing changes while the reviews run: the existing duties continue to applyEuropa, and individual company rates remain conditional on presenting a valid commercial invoice with the prescribed manufacturer declaration to customs. The reviews decide only whether the rates stand or move.
