Customs agents limited to own-declared items in HMRC reports
Declarants see only items declared by them, with that EORI as declarant; third parties are barred from declarant-only reports, GB requests auto-include XI data, multi-EORI access consolidates via in-service grants.

Customs agents and other declarants face tighter limits on HMRC's customs data report service. A declarant gets reports for the EORI number linked to the Government Gateway user ID used to sign inGOV, and that EORI number must be listed as the declarant
GOV. The declarant sees only data for items it declared itself.
GOV Third parties cannot get reports where the EORI number is only listed as the declarant.

Importer-exporter access works differently. An importer or exporter gets reports for the EORI number linked to the sign-in user IDGOV, and can consolidate several EORI numbers under one user ID by giving third party access to that user ID from all the others
GOV. A third party gets reports about EORI numbers the importer or exporter has given it access to
GOV, and can cover more than one EORI number from a single Government Gateway user ID, receiving a separate report for each
GOV. An importer or exporter that wants a third party to pull reports must grant access inside the service.
GOV
GB-XI linkage is now automatic. Reports cover EORI numbers starting in GB or XIGOV, and asking for a GB EORI number automatically pulls the data for the linked XI EORI number as well
GOV.
Data scope and freshness carry new caveats. Each report covers up to 31 consecutive days starting on any date within 4 years of the current date, with data from the past 2 days unavailable. Declared data appears only once HMRC has processed it, and some data takes longer to process.
Access prerequisites are restated. The page requires subscription to the Customs Declaration Service, an EORI number, and sign-in with the individual or organisation Government Gateway user ID linked to that EORI number; each EORI number links to a single user ID, holders of several EORI numbers need a different user ID for each, and agent Government Gateway user IDs cannot sign into the service. Four report types remain: import item, import header, import tax lines and export item reports, downloadable as CSV files once HMRC sends the ready-notification email; the page says this could take up to 72 hours.
Legal basis: the revised access, scope and visibility conditions in HMRC's customs data report guidance.
If you act as a customs declarant, check your reports show only items you declared; importers consolidating EORIs should grant third-party access inside the service rather than sharing sign-ins.
