Hong Kong raises foreign domestic helper minimum wage to HK$5,220

Employers cannot contract around the floor. A helper and employer may not agree on wages below the MAWImmd, and that the Director of Immigration will not approve the entry of a helper whose wage as stated in the Standard Employment Contract (ID407) is below the MAW

Underpayment carries criminal penalties. An employer who underpays wages is liable on conviction under the Employment Ordinance (Cap. 57) to a maximum fine of HK$350,000 and three years' imprisonment. An employer who underpays may also commit serious offences of making false representation to an Immigration Officer, punishable under the Immigration Ordinance (Cap. 115) by a maximum fine of HK$150,000 and 14 years' imprisonment, and conspiracy to defraud, punishable by 14 years' imprisonment.
