Luxembourg standard building tender specs move into regulation annex
Standard building-works specifications move into an annex to the 2014 regulation; dossier handling and the no-derogation rule are unchanged.

Contracting authorities running building-works tenders now draw the standard specifications from an annex to the grand-ducal regulation itselfPublic. The Règlement grand-ducal du 17 septembre 2026 rewrites the mechanism that the Règlement grand-ducal du 24 mars 2014 had set up: previously the minister responsible for public works instituted the cahiers spéciaux des charges standardisés trade by trade through ministerial regulations
Public, and the standard clauses were published on the public-procurement portal
Public, with use of the standards mandatory. Under the amended Article 1, the standard specifications for building-works contracts are instituted for the listed trades
Public and published in annex
Public, and the sentence that anchored publication on the portal is deleted
Public.
What does not change is how the standards behave inside a tender dossier. They still do not need to be included in the submission filePublic, except that where a standard specification offers several options, the contracting authority must state which options it retains
Public. Special technical clauses may still supplement the standard specifications applicable to the different trades and professions, but they may not derogate from them
Public. The 2026 text confirms the four established families: structural works and building envelope (gros-œuvre et fermeture, CTG001 to CTG038 series), technical installations (chauffage, sanitaire, sprinkler, electrical, lifts, ventilation, CTG040 to CTG074 series), finishing works (parachèvement, CTG023 to CTG039 series) and infrastructure and exterior works (terrassement, canalisations, exterior surfacing, CTG002/009/010).
A second, formal change accompanies the substantive one: a new Article 4bis fixes the citation form of the 2014 regulation as « règlement grand-ducal du 24 mars 2014 portant institution de cahiers spéciaux des charges standardisés en matière de marchés publics ». The 2026 regulation was adopted on the basis of Article 51(2) of the loi modifiée du 8 avril 2018 sur les marchés publics, after the opinions of the Chambre de commerce, the Chambre des métiers, the Chambre des salariés and the Commission nationale pour la protection des données, the Conseil d'État heard, on the report of the Minister for Mobility and Public Works, and it is that minister who is charged with its execution. It will be published in the Journal officiel du Grand-Duché de Luxembourg.
For bidders, the practical consequence is sourcing: the binding standard clauses for each trade are now those annexed to the amended 2014 regulationPublic rather than those scattered across successive ministerial regulations. Tender teams should verify that the specifications referenced in a dossier point to the annexed versions, and contracting authorities that maintain template dossiers should update their references from the portal publication to the annex. The regulation itself states no deferred application date
Public.
Legal basis: Règlement grand-ducal du 17 septembre 2026, Articles 1er and 2, amending the Règlement grand-ducal du 24 mars 2014Public (Article 1er, paragraphs 3 and 4; new Article 4bis), adopted under Article 51, paragraph 2 of the loi modifiée du 8 avril 2018 sur les marchés publics.
Point template tender dossiers at the specifications annexed to the amended 2014 regulation, and check that each dossier states the retained options wherever a standard specification offers several.
