VID has published sector money-laundering, terrorist-financing and proliferation-financing (NILLTPF) risk assessments for the sectors it supervises as subjects of the Noziedzīgi iegūtu līdzekļu legalizācijas un terorisma un proliferācijas finansēšanas novēršanas likums, covering the period from 2023 to 2025, and invites obliged entities to study them and to use them when drawing up, improving and updating their own business-level NILLTPF risk assessment and internal control system. The assessments were drawn up as part of preparing the national NILLTPF risk assessment (NRA).
The first assessment available for download covers the lottery and gambling organisation sectorVID, added on 28 September 2026
VID. For lottery and gambling organisers supervised by VID, that document is the sector benchmark against which their own risk assessment and controls will be judged: supervisory inspections and the sanctioning guidelines for breaches of the NILLTPFN law by gambling organisers sit on the same page, so an obliged entity whose own assessment ignores the sector findings exposes itself to findings.
The invitation is addressed to every VID-supervised subject of the NILLTPFN law, not only gambling organisers — the page states that sector assessments were prepared, in the plural, even though only the gambling-sector download is published so far. Other obliged entities should therefore check the page for their own sector's assessment and apply the same use: feed the sector findings into their business risk assessment and internal control system now, rather than waiting for an inspection to point at them.
The practical consequence is a documentation task with supervisory teeth. An obliged entity should download the sector assessment relevant to it, compare its own risk assessment and internal control system against the sector findings, record the comparison, and update its controls where the sector assessment identifies risks its own assessment missed. The published page states the use explicitly — developing, improving and updating the entity's own risk assessment and internal control system — and that wording is what an inspector will measure the entity against.
The assessments are published on the VID NILLTPFN pageVID; the sector assessments cover 2023 to 2025 and the gambling-sector assessment was added on 28 September 2026. Legal basis: the Noziedzīgi iegūtu līdzekļu legalizācijas un terorisma un proliferācijas finansēšanas novēršanas likums, applied within the national NILLTPF risk assessment (NRA) framework.
