DRV: Cabinet decided 2027 ceilings; Bundesrat vote pending

The legal vehicle is the annual Sozialversicherungsrechengrößen-Verordnung, which translates the prior year's earnings trend into the reference values with a time lag: when wages and salaries rise, the ceilings in the statutory health and pension insurance follow suit.
