EU fixes vacuum-cleaner telescopic tube under CN code 8508 70 00

The Commission has fixed the tariff classification of a telescopic aluminium tube designed as a vacuum-cleaner accessory.Europa The article, made of two non-separable rigid aluminium tubes of different diameters inserted into each other and joined by a locking mechanism, forms a telescopic tube whose ribbed inner tube lets the user adjust its length. At one end it connects to the flexible hose of a vacuum-cleaner unit and at the other to various cleaning heads, and it is designed for use with a specific type of vacuum cleaner for cleaning floors and other surfaces.
The Regulation classifies the article under CN code 8508 70 00 as a part of a vacuum cleaner.Europa Classification is determined by general rules 1 and 6 for the interpretation of the Combined Nomenclature, Note 2(b) to Section XVI, and the wording of CN codes 8508 and 8508 70 00. The reasoning given is that the rigid telescopic tube is an indispensable part of the vacuum cleaner: it maintains the airflow and provides a straight air passage between the flexible hose and the cleaning head, ensuring smooth airflow and maximum suction efficiency, and it serves as a handle for guiding the cleaning head whose extension to the desired length enables ergonomic use. Without the tube, the reasoning states, the vacuum cleaner could not carry out its intended function.
For importers, exporters and customs brokers clearing such tubes in the EU, the practical consequence is that the CN code 8508 70 00 applies to goods customs-cleared on or after 29 October 2026Tulli.
Holders of binding tariff information (BTI) decisions on these goods that do not conform to the Regulation get a transitional cushion. A non-conforming BTI may continue to be invoked for three months from the date of entry into force of the Regulation, provided the conditions of Article 34(9) of Regulation (EU) No 952/2013 are met.Europa Holders should therefore check existing BTI decisions against the new classification now and plan re-applications within that window where continued reliance matters.
Legal basis: Commission Implementing Regulation (EU) 2026/2265 of 6 October 2026Europa and its Annex, adopted under Regulation (EU) No 952/2013.
