Before the change, residential land sat in a single 0.2 per cent basket together with public-purpose plots, transport and engineering-communications service objects, recreational and commercial objects, waste storage, sorting and utilisation sites (sąvartynai) and mineral extraction territories. The amendment splits homes out of that basket into their own 0.1 per cent bandE TAR and leaves the rest of the basket at 0.2 per cent.
The remaining bands are unchanged: 0.2 per cent for public-purpose plots, transport and engineering-communications service objects, recreational and commercial objects, waste storage, sorting and utilisation sites (landfills) and mineral extraction territories, and 0.3 per cent for industry and warehousing territories. The base in every band is the plot's average market value (vidutinė rinkos vertė). The rates cover state land leased without auction or granted for use under statutory procedure or administrators' decisions.
Municipal councils set the concrete rate inside the Government's 0.1 to 4 per cent annual band, and tenants pay the rent into the budget of the municipality where the leased state land sits by 15 November of the calendar yearE TAR, with the amount and payment terms stated in the lease contract. A council may reduce the rent or waive it entirely from its own budget, and disputes over payment, amounts or missed deadlines go through the statutory procedure, with late payment carrying default interest.
Residential tenants and their advisers should check the next rent calculation against the 0.1 per cent rate and ask the lessor to correct any bill still charged at the old 0.2 per cent.
