Public employers get heat-risk duties and hospital safety block

Service Public — with a full FPH block covering risk assessment, the danger grave et imminent withdrawal right, premises hygiene and the occupational-medicine service.
For FPE and FPT, the old hygiene-and-safety training section is replaced by an information-and-training section. The employer informs every agent in understandable form about access to the document unique d'évaluation des risques, the prevention measures it identifies, the role of the occupational-health service and staff representatives, and fire-safety instructions and who implements them. Information and safety training are given at hiring and whenever needed; safety training teaches the precautions for the agent's own safety and that of fellow staff, covering movement around the premises, working methods and what to do in an accident. The occupational physician helps design safety training and the information content. After a serious work accident or serious occupational disease the employer analyses working or circulation conditions and organises any needed safety training; the same follows repeated accidents or diseases at the same or similar posts or in the same or similar functions. An agent resuming after at least 21 days off work receives safety training at the occupational physician's requestService Public, and specific training can be organised at that physician's request. Gone is the old rule requiring first-aid training for designated staff wherever dangerous work is done.
New for FPE and FPT is a section on intense-heat riskService Public, applying décret n° 2025-482 of 27 May 2025 and the arrêté of the same day. An intense-heat episode means temperatures well above seasonal norms reaching Météo-France yellow, orange or red vigilance. The employer assesses exposure risks indoors and outdoors and defines prevention measures where a health or safety risk is found: cooler work processes, adapted layouts and schedules with rest breaks, shading, insulation, ventilation or misting, more cool drinking water as needed, suitable work and personal protective equipment, and training on heat conduct and equipment use. During episodes the measures are applied and stepped up as heat intensifies; the employer supplies enough cool drinking water, keeps drinking water cool near workstations all day including outdoor posts, adapts protection for vulnerable agents such as older or ill staff with the occupational-medicine service, and sets signalling and rescue procedures including for isolated or remote agents. These rules are brought to agents' attention and sent to the occupational-medicine service.
Smaller fixes: the special danger register is now stated to be available to staff representatives on the comité social, and a typo is corrected (formation spécialisée réunie). The reference list gains the arrêté du 27 mai 2025 on heat-vigilance thresholds.
