Estonia's national alcohol register (ALKOR) closes on 1 NovEmtaember 2026
Emta. Until 31 October 2026 the previous requirements apply
Emta: the excise-stamp information system (MAIS) checks and pre-fills data for strong alcohol products — product name, alcohol content, package volume and alcohol type — from ALKOR.
From 1 November 2026 MAIS users pre-fill alcohol product data with a unique MAIS product ID instead of the ALKOR registration numberEmta. The product ID is assigned automatically when a product is entered in the MAIS product register. Each business maintains its own register: it is not a public register but a company-based product list that each business can view, search, add to and delete from.
Products can be added to the MAIS product register through the user interface, and data can be uploaded in XML or CSV format. MAIS assigns each product a unique ID number that underpins subsequent MAIS operations with alcohol products. Alcohol products subject to excise stamping can be added to the register from 5 October 2026, including XML and CSV uploadsEmta.
Customers can also download their product list together with the MAIS product IDs. Downloading the register from MAIS is possible from 15 October 2026Emta. The MAIS product ID can be used in system operations from 1 November 2026
Emta. The alcohol excise-stamping procedure itself does not change from 1 November 2026: alcohol with ethanol content over 22 percent by volume, bottled in retail packaging of at least 0.05 litres, must carry an excise stamp.
The transition rules settle what happens to notices straddling the cutover. A hard-confirmation notice filed before 1 November 2026 with an ALKOR number needs no further action: release for consumption or dispatch to another excise warehouse after the cutover continues normallyEmta. A hard-confirmation notice filed before the cutover without an ALKOR number, with product data entered manually, must be corrected before the dispatch notice is filed, linking the stamps to the corresponding MAIS product ID from the product list
Emta. Unregistered alcohol — with neither an earlier ALKOR number nor a MAIS product ID — cannot be released for consumption or dispatched to another excise warehouse after 1 November 2026
Emta.
Corrections after the cutover follow the same split. Correcting a pre-cutover hard-confirmation notice that used an ALKOR number means selecting a suitable MAIS product ID and filing the corrected notice. Correcting a pre-cutover release-for-consumption notice, for example to change the stamp range, requires only the change itself and re-filing. Where alcohol sent from another excise warehouse was confirmed before 1 November 2026 onto a product with no ALKOR link, the consignor must cancel the warehouse-dispatch notice, correct the hard-confirmation notice to link the stamps to a MAIS product ID, and re-file the dispatch notice.
The recommended transition practice is not to leave documents in an in-progress state on 1 November 2026 but to finish operations started in October during October where possible; to check that hard-confirmation notices cover registered products; and to file new hard-confirmation notices linked to a MAIS product ID in November. Reports keep searching by both numbers after 1 November 2026: although the report column is renamed "Toote ID", it shows both earlier ALKOR numbers and MAIS product IDs. Detailed product-registration guidance is in the MAIS user guide valid from 01.11.2026, and the XML and CSV files with completion instructions sit under "MAIS" (marked "alates 01.11.2026") in the technical-services information.
Legal basis: closure of the national alcohol register with the MAIS product-ID regime from 1 November 2026Emta under the EMTA Maksumärgid (MAIS) guidance and its transition FAQ, applying the stamp-order and dispatch-notice rules of Rahandusministri 12.04.2006 määrus nr 25, §§ 4–5 and 9.
Register stampable alcohol products in the MAIS product register from 5 October 2026, download the product-ID list from 15 October, and re-link any manually-entered hard-confirmation notices to a MAIS product ID before filing dispatch notices after 1 November 2026.
