Anyone filing the 'Innsending av filer til kontroll' form on someone else's behalf needs to check their access now. Skatteetaten has brought forward the date on which the old Altinn roles stop working for this formSkatteetaten: access through the listed roles will be removed on 20 October 2026
Skatteetaten, and from that date the form can no longer be submitted using any of them
Skatteetaten.
The roles losing access on that date are Ansvarlig revisor, Begrenset signeringsrett, Regnskapsfører med signeringsrett, Regnskapsfører uten signeringsrett, Regnskapsmedarbeider, Revisormedarbeider, Utfyller/innsender and, for Norskregistrert utenlandsk foretak, Kontaktperson NUF (which does not apply to all forms). The previous text allowed submission with these roles until December 2026Skatteetaten, with role-based access ending generally in January 2027
Skatteetaten; both statements now read 20 October 2026
Skatteetaten.
From that date, filers need the correct tilgangspakke to access the formSkatteetaten. Filers complete and submit the form in the control-case message thread in the inbox on Min side or in the Altinn inbox; nothing can be submitted without a control notification. A fullmektig must be given access to the control case by the business, preferably through enkelttjenestedelegering in Altinn — and single-service delegation must be done again for the new forms. Where Altinn II access was granted by direct service delegation, without a role or package, it must also be re-delegated.
The form itself is unchanged in scope: it replaced the earlier RF-1363, RF-1379 and document submission via RF-1306, and all information in a control must go through it. Accounting files (SAF-T-regnskap) and cash-register files (SAF-T-kassasystemer) must be .xml files in SAF-T format, while supporting documents are accepted as DOCX, XLSX, PPTX, PDF, JPEG, JPG and PNG. Information can also be submitted machine-to-machine via API with a datasystem. Skatteetaten's parallel guidance for accountants and auditors notes that tilgangspakker replace Altinn roles during 2026, with special roles for accountants and auditors converted automatically. The control page adds that anyone without the required roles must contact someone in the business who administers Altinn access, and contact Altinn brukerservice for access problems.
Legal basis: the access requirements as published on the Kontroll av skatt og avgift service page; the access-package regime is Digdir's tilgangspakke model replacing Altinn roles.
Check Altinn access for the Innsending av filer til kontroll form before 20 October 2026: secure the correct tilgangspakke (or re-delegated single-service access) for everyone filing via the listed Altinn roles.
