From 15 October 2026 the United Kingdom's thematic human-rights sanctions regime covers a wider set of targetsLegislation. The Global Human Rights and International Humanitarian Law Sanctions Regulations 2026 (SI 2026/1071
Legislation) revoke and re-enact the Global Human Rights Sanctions Regulations 2020
Legislation, adding serious violations of international humanitarian law and obstruction of humanitarian assistance as designation grounds alongside serious human-rights violations
Legislation, and adding the right to liberty and security of person to the list of protected rights
Legislation. The Regulations were made on 12 October 2026, laid before Parliament on 13 October 2026 under the affirmative procedure in section 55(3) of the Sanctions and Anti-Money Laundering Act 2018, and extend to England and Wales, Scotland and Northern Ireland.
The Secretary of State may now designate a person who is or has been involved in any of three categories of activityLegislation: conduct which, if carried out by or on behalf of a State in its territory, would amount to a serious violation of the rights to life, freedom from torture or cruel, inhuman or degrading treatment, freedom from slavery, servitude or forced labour, or liberty and security of person; conduct constituting a serious violation of international humanitarian law
Legislation; or conduct obstructing the delivery, distribution of, or access to humanitarian assistance
Legislation. Involvement covers responsibility, facilitation, concealment of evidence, relevant financial support, profiting from the activity, wilful failure to investigate or prosecute, and contravention of the finance prohibitions. Designation reaches persons owned or controlled directly or indirectly by an involved person, persons acting on their behalf or direction, and their members or associates.
A second structural change is designation by description as well as by nameLegislation. Both routes may run under a standard procedure, requiring reasonable grounds to suspect the person is an involved person (and, for description designations, that the description is intelligible and necessarily captures involved persons), or an urgent procedure tied to corresponding sanctions in the United States, the European Union, Australia or Canada and the public interest, with time-limited effect and certification requirements
Legislation. Designated persons face the familiar three consequences: an asset freeze with related dealing and making-available prohibitions, director disqualification sanctions, and exclusion from the United Kingdom.
For compliance teams the operative framework is otherwise continuous with the 2020 regime. Relevant firms must tell HM Treasury as soon as practicable when they know or suspect a person is designated or has breached a finance prohibition, with customer holdings details where applicable; anyone holding funds or economic resources of a designated person reports annually by 30 NovemberLegislation on the position at 30 September
Legislation. Treasury licences under Schedule 2 and Secretary of State director-disqualification licences remain the release valves, and existing designations, licences and undecided licence applications carry over
Legislation so that the list in force on 14 October continues without a gap
