Airfield lighting circuits get lockout duties, design exemptions
New Code des transports articles R. 6351-39–R. 6351-41 impose lockout-before-work on series-fed runway lighting, exempt it from three Code du travail design rules and remit verification to a joint arrêté.

Industry: Service activities incidental to air transportation
The Code des transports gains a new Section 4 on worker protection for airfield ground lighting (AGL)Legifrance: where runway and taxiway lighting runs on series circuits fed by constant-current regulators at variable voltage, every measure must secure workers — notably by identifying and locking out (consignation électrique) the series circuits concerned before each intervention on a primary circuit
Legifrance, with absence of current verified by remote energising and de-energising before any lockout. A joint arrêté of the labour, transport and armed-forces ministers will set the technical requirements, including the de-energising devices — including in emergencies — and the disconnecting and circuit-identification devices of articles R. 4215-7 and R. 4215-10 of the Code du travail.

Because constant-current series circuits cannot meet standard design rules, article R. 6351-40 exempts AGL series circuits designed and built for runway and taxiway lighting from the Code du travail's article R. 4215-3 2° (no dangerous potential difference between masses on insulation fault), R. 4215-4 (protection against dangerous voltages from neighbouring higher-voltage plant or earth faults) and R. 4215-8 (emergency cut-off devices) — both as built and, via article R. 4226-6, for new builds, additions and structural modifications.Legifrance
Verification follows a parallel derogation: article R. 6351-41 provides that, by derogation from article R. 4226-18, an arrêté of the labour, transport and armed-forces ministers sets the methods, periodicity and report contents for the initial, periodic and temporary-installation verifications of AGL series circuits under articles R. 4226-14, R. 4226-16 and R. 4226-21Legifrance — displacing the default labour-and-agriculture arrêté. The underlying duties remain: initial verification at commissioning and after structural modification, and periodic verification that installations stay compliant.
The new Section 4 was created by décret n° 2026-943 du 8 octobre 2026Legifrance
Legifrance, whose article 2 allows the R. 6351-41 verification arrêté to defer application by up to twelve months from publication. The companion arrêté du 8 octobre 2026 lays down the technical requirements for series-fed AGL
Legifrance — regulator output of 1.8 to 6.6 A up to 30 kVA and 5,000 V, isolating and earthing switchgear, equipotential bonding of series-circuit masses, and indelible labelling of every component — entering into force the day after publication except for its chapter II, which applies one year after publication.
Legal basis: décret n° 2026-943 du 8 octobre 2026 creating Code des transports articles R. 6351-39 to R. 6351-41 (Section 4)Legifrance, with the arrêté du 8 octobre 2026 on AGL series-circuit requirements, read with Code du travail articles R. 4215-3, R. 4215-4, R. 4215-7, R. 4215-8, R. 4215-10 and R. 4226-6 to R. 4226-21.
If your staff work on series-fed runway or taxiway lighting circuits, apply the R. 6351-39 identify-and-lockout procedure with remote absence-of-current check, and track the arrêté du 8 octobre 2026 chapter II requirements that apply one year after its publication.
