Providers of high-risk AI systems can now rely on a harmonised European standard for their quality-management duties.Europa Commission Implementing Decision (EU) 2026/2274
Europa of 12 October 2026
Europa, published in the Official Journal on 14 October 2026
Europa, publishes the reference of EN 18286:2026
Europa, entitled "Artificial intelligence – Quality management system for EU AI Act regulatory purposes". The standard was drafted by CEN and Cenelec under the standardisation request in Implementing Decision C(2025) 3871 and covers quality management systems for providers of AI systems, including post-market monitoring processes
Europa.
The publication matters because of the presumption of conformity in Article 40 of Regulation (EU) 2024/1689Europa (the Artificial Intelligence Act)
Europa. High-risk AI systems that conform to a harmonised standard whose reference has been published in the Official Journal are presumed to conform to the requirements of the Act that the standard covers.
Europa A provider whose quality-management system follows EN 18286:2026 therefore benefits from that presumption for the quality-management requirements
Europa, rather than having to demonstrate compliance by other means.
Those requirements sit in Article 17 of the Artificial Intelligence ActEuropa, which obliges providers of high-risk AI systems to put in place a documented quality management system
Europa with at least thirteen listed elements. They include a regulatory-compliance strategy, design and development controls, examination and testing procedures, data-management systems, the risk-management system of Article 9, a post-market monitoring system in accordance with Article 72, serious-incident reporting procedures under Article 73, record-keeping, resource management and an accountability framework. Article 72 in turn requires providers to establish and document a post-market monitoring system that actively collects and analyses performance data over the system's lifetime, based on a post-market monitoring plan forming part of the technical documentation.
The presumption applies only to the extent the standard covers the requirement concernedEuropa, and only from the date the reference was published
Europa. Providers already subject to quality-management obligations under sectoral Union law may integrate the Article 17 elements into those existing systems, and providers that are financial institutions subject to internal-governance rules under Union financial-services law are deemed to fulfil the quality-management obligation, except for the risk-management, post-market monitoring and incident-reporting elements
Europa. The Decision itself entered into force on the day of its publication.
